Welcome/Introduction
The meeting was called to order at 6:15 pm.
Approval of Minutes
Minutes from the December 18, 2013 were approved unanimously on a motion by Jean Bolduc and
seconded by James Anderson.
Section 8 Housing Assistance Payments Budget Review
Fikes reviewed the fiscal year to date revenue and expenses for the Section 8 Housing Choice Voucher
Program as of December 31, 2013. The estimated fund balance as of that date was $435,592 and the
current number of vouchers under lease was 570. Fikes noted that the review of the methodology for
calculating vouchers under lease had not been completed but would be by the next board meeting.
Selections are continuing to be made from the waiting list to increase leasing.
Election of 2014 Officers
Jean Bolduc was elected Board Chair and Jonzella Bailey-Pridham was elected Vice-Chair—both votes
were unanimous.
Board Work Plan
Board members discussed their work plan for the coming year and agreed that one of the items would be
the development of an information session for landlord participation in the Section 8 Program. The
Durham Housing Authority program was mentioned as a possible model.
Department Updates
Fikes provided an update on the disposition of Section 8 voucher holders residing in GSC properties. To
date, 28 participants have been affected. Of those, 19 found other suitable housing in the county —four
(4) families were able to sign a new lease; three (3) ported out of the county, one (1) relinquished the
voucher and one (1) abandoned their property. She will continue to provide updates on these properties
monthly. Also, she shared that a Hillsborough property owner was causing displacement of two
longtime tenants because they were over housed and the owner wants to now lease the properties at
market rate for the bedroom size.
Jean Bolduc shared the results of the first round of Section 8 surveys and the results will be attached to
these minutes for the record.
The meeting was adjourned on a motion by James Anderson seconded by Jean Bolduc.
