Members Present: James Anderson, Diane Beecham, Jean Bolduc, Tara Fikes,
Members Absent: Jonzella Bailey-Pridham, Tammy Jacobs and Brittney Walden
Welcome/Introduction
The meeting was called to order by the Chair Jean Bolduc at 6:05 pm.
Approval of Minutes
Minutes from the January 15, 2014 meeting were approved unanimously on a motion by James Anderson
seconded by Diane Beecham.
Section 8 Housing Assistance Payments Budget Review
Fikes reviewed the fiscal year to date revenue and expenses for the Section 8 Housing Choice Voucher
Program as of January 31, 2014. The estimated fund balance as of that date was $433,745 and the current
number of vouchers under lease was 561. Fikes noted that the review of the methodology for calculating
vouchers under lease had not been completed yet, but would be by the next board meeting. Selections are
continuing to be made from the waiting list to increase leasing.
Annual PHA Plan Update
A draft of the Annual PHA Plan Update was provided to the Board for review. In order to submit the
document by the April 15, 2014 deadline, the required public comment period began on February 7, 2014
and will end on March 26, 2014 with the required public hearing to be held on that date. Board members
requested that the information contained in the Housing Needs section be updated to reflect more recent
data. (The plan contained 2010 Census information.)
Board Work Plan
Board members discussed their work plan for the coming year and agreed that one of the items would be
the development of an information session for landlord participation in the Section 8 Program. The
purpose for this training would be to explain the program to help the community understand why the
program is necessary and important for the community. It was proposed that this training occur in the
spring and that a community-wide invitation be extended with a particular emphasis on small landlords.
The Durham Housing Authority program was again mentioned as a possible model.
Department Updates
Tara Fikes announced that she would be retiring from Orange County government effective April 1, 2014.
She did not have information regarding her successor at that time.
Other Business
The next board meeting has been changed to Wednesday, March 26, 2014 at 6:00 pm at the Southern
Human Services Center.
The meeting was adjourned on amotion by James Anderson seconded by Diane Beecham.
