HomeMy WebLinkAboutOC Housing Authority minutes 083116 4 ORANGE COUNTY HOUSING AUTHORITY BOARD �3 Minutes August 31, 2016, 6:00 PM Southern Human Services Center, Conference Room D 2501 Homestead Road, Chapel Hill, NC 27514 I' Members Present: Jean Bolduc, Chair; Diane Beecham, Vice Chair; Daniel Bullock; Evelyn Johann and Tammy Jacobs Excused Absence: Gina James, Mark Marcoplos e Staff Present: Angela Rockett, Administrative Assistant; Alicia Jones, Housing Program Manager; Tanya Myers, Temporary Administrative Assistant Welcome/introduction The meeting was called to order at 6:10 pm by Jean Bolduc, Chair C Approval of Minutes f Jean Bolduc wanted clarification on the fund balance for the end of May. Alicia Jones stated that this was the HAP funds. Daniel made a motion to approve the minutes of July 27, 2016 and Diane Beecham seconded the motion and the minutes were approved unanimously. I Departmental/County Report Alicia Jones brought sample packets as discussed previously to the OCHA Board of the Housing Choice Voucher (HCV) orientation briefing packets that were given to HUD during the monitoring visit. Alicia Jones explained that the packets are based on the Administrative Plan I that requires each applicant receive one when they come in for their orientation briefing. Ms. Jones introduced Tanya Myers, Temporary Administrative Assistant for Housing, Human Rights and Community Development who assisted with putting the packets together. Ms. Jones explained the contents of the packets. Ms. Bolduc commented that it is good to include the actual forms in the packet so that clients can familiarize themselves with the paperwork. E Following the discussion on the briefing packets, Ms. Jones informed the Board that the annual SEMAP certification has been submitted. G Financial Report In discussion about the financial report, Jean Bolduc commented that vouchers on the street are down and expressed concerns about the lease up rate. Ms. Jones stated that we have a problem with available units and clients are having a difficult time finding units. E_ C' Conference Update The Board discussed the affordable housing conference that had been proposed for October 2016. It was decided to hold off on the conference because of the time required to plan and advertise for it to be successful. One of the concerns discussed was not confusing the Conference with the bond. Jean Bolduc discussed that the focus should be on the Education and Affordable Housing Bond. It was suggested to have the conference after the national, state and local elections. Tammy Jacobs suggested the Board do something in October and replace the conference with education on the Bond and early voting. Tammy made a motion that if pg tannin for the conference is not as far as we would like to see it; that we turn it into an information session for the bond using the same dates October 15th or 29th. The motion was C seconded by Daniel Bullock and was unanimous by the Board. There was discussion about possibly having this event at the Whited Building. A brief conference call was conducted with Audrey Spencer-Horsley, Director, Housing, Human Rights and Community Development about the proposed change in plans. F Other Business Ms. Bolduc asked about the AHAB tour. Ms. Jones gave an update on the tour. It will start at 7:45 am at the Whitted Building with a continental breakfast and lunch will be in Chapel Hill. The tour will end around 3 pm in Hillsborough. r Diane Beecham gave an update on the Education Bond. The publications will be finalized next week. The website will also be up next week with FAQ's to provide additional information and facts, particularly common questions. She said there will also be speakers that will go to institutions to get the word out. The committee can't educate, but they can advocate.
