Welcome/Introduction
The Chair, Jean Bolduc, called the meeting to order at 6:11 pm.
Approval of Minutes
Gina James made a motion to approve the minutes of Wednesday, August 17, 2016 and Diane Beecham
seconded the motion and the minutes were approved unanimously.
Department Report/County Report
Jean Bolduc shared with the Board that she really enjoyed the AHAB tour on Saturday, September 10"'
and Tammy Jacobs agreed and that it was very well done and informative. Ms. Spencer-Horsley
thanked the Board members that attended (Ms. Evelyn Johann and Mr. Daniel Bullock also attended).
She stated the Board members on the tour added to the dialog and great group dynamics. Ms. Spencer-
Horsley announced that there will be a second tour possibly on a weekday in October or sometime
before spring for other Commissioners unable to attend this recent tour.
Ms. Spencer-Horsley also reminded the Board that the Annual Report for the Board of Orange County
Commissioners (BOCC) will be due in December. There were discussions on combining the
November/December Board meeting. It was agreed to cancel the December 21, 2016 meeting and
combine the two meetings on November 16, 2016. Mr. Marl-,Marcoplos said that meeting will be his
last OCHA Board meeting as he will be sworn in to serve on the BOCC in December.
Ms. Spencer-Horsley said the updated Administrative Plan is being prepared by Ms. Alicia Jones and
will be presented by Plan chapters. An overview and the first sections will be reviewed at the
November meeting. Ms. Spencer-Horsley informed the Board that resolutions need to be approved for
Board actions at each meeting and a template will be developed. She noted that the report form HUD's

informal monitoring visit in early June has not been received. Ms. Spencer-Horsley further stated that
the annual SEMAP had been submitted to HUD and the Department has also received a reconciliation
desk audit for HCV payments.
Ms. Spencer-Horsley stated that the Aging Department is working on the new five year plan and the
Department will be collaborating with the Steering Committee on the area of affordable housing and
related issues such as access to transportation. The Aging Department is currently working with Habitat
for Humanity on the site at Waterstone in Hillsborough. The goal for this collaboration is to change
from the traditional model single family home Habitat builds to a development more conducive to the
aging population. This Habitat property was turned over from Community Home Trust who had
originally planned to build an affordable housing development on the site.
Ms. Spencer-Horsley also reported that there have been preliminary conversations with the County
Homeless Coordinator about having a homeless preference that could help this population move up the
on the waiting list. Ms. Spencer-Horsley expressed concern for the availability and consistency long
term of supportive services for those who need it to remain stable in housing under the HCV program.
HUD has planned a workshop on the topic and provided links to reference materials.
Financial Report

Ms. Spencer-Horsley reviewed the financial and VMS report and responded to questions. She explained
that there are still vouchers on the street. Ms. Spencer-Horsley advised the Board that there will be a
draw of applicants from the waiting list next month now that the vacant Housing Specialist position has
been filled. Ms. Spencer-Horsley announced that the new Housing Specialist, Valeretta Roberts, will be
working in the Chapel Hill office and had most recently worked in the Chapel Hill Public Housing
Program.
County Bond Information
Diane Beecham shared information on the education and affordable housing bonds. She said that the
marketing plan has been completed. Ms. Beecham said that there will be advertisements in local
newspapers, posters, social media and placards on buses to help get the word out to vote on the bonds.
She added that the Bond Conunittee is now focusing on speakers to go to different organizations to

educate people on the bonds. The Board discussed the need to use consistent language about the bonds.
There was discussion on what the Board could do to help get the word out and support the bonds. The
Board decided not to sponsor an affordable housing or bond related events. Instead, it was suggested
and discussed by the Board to help distribute the bond fact sheets among the organizations, institutions
and people each knows and use social media to share the purpose and great need for the affordable
housing bond.
Other Business
There was discussion about the many roles of the Department's two Housing Inspectors. They supervise
contractors for Rehabilitation and Urgent Repair projects. They conduct new and annual inspections for
the HCV program, non-profits and Rapid Re-Housing for the Department of Social Services. The Board
agreed there was a need to contract for some of the inspection services.
There being no further business, Tammy Jacobs made a motion to adjourn the meeting, seconded by
Mark Marcoplos,the meeting adjourned at 7:39 p.m.
