L Call To Order
Vice Chair Monica Richard called the meeting to order at 6:05p.m.
II. Introductions
Monica Richard and Robin Criffield provided an introduction of the guest presenters.
III. Presentation: Race and Policing
James E. Williams, Jr., Chief Public Defender for Orange and Chatham Counties, and Attorney
Tye Hunter, racial equity advocate, presented information regarding the disproportionate
minority contact with law enforcement. During the presentation, statistics were provided which
prove how Hispanic and African American men re stopped much more frequently by the police
than their White counterparts. There is a website, www.opensourcepolicin_g org, which provides
data regarding police stops. Mr. Williams and Mr. Hunter made recommendations regarding
specific steps that the County could consider to ensure a more equitable system. These
recommendations included hiring practices and training which would improve the caliber of
personnel and their skills regarding equity. A copy of the presentation is attached.

V. County Updates

Audrey Spencer - Horsley, Director of the Orange County Department of Housing, Human Rights
and Community Development, provided a presentation on the County's Affordable Housing
Plan. Ms. Spencer - Horsley provided an overview of the Plan, which includes acquisition and
building property which the County will rent to low- income residents. The Plan also includes
remedies or methods to address barriers to housing because of discrimination. Ms. Spencer -
Horsley requested the Human Relations Commission to assist the Department in addressing these
barriers by providing outreach and education in the community on the topic of Fair Housing.
The Plan will be presented at the BOCC Work Session on May 10, 2016. A copy of the Plan is
attached.
