L Call To Order
Chair Monica Richard called the meeting to order at 6:15p.m.
IL Introduction
Members introduced themselves to Jacqueline Podger who has applied to the board. Ms.
Podger shared with the members that she is retired from the Duke University Health
System where she was a part of a team that developed system wide diversity training and
that she is quite passionate about Human Relations.
III. Transition
Audrey Spencer - Horsley informed the HRC that the County Manager ask that one of the
county attorneys assist with the cases instead of retaining James Davis. Ms. Spencer -
Horsley, Alicia Jones and Pam Reynolds will provide support to the HRC until such time
as the Civil Rights Specialist position is filled.
IV. Election of Officers
Nominations for the 2016 -2017 officers were opened by Audrey Spencer - Horsley,
Director. Monica Richard nominated herself for the position of Chair. Her nomination
was unanimously approved. At this time, Ms. Richard took over the election of officers
as Chair of the HRC for 2016 -2017. Rollin Russell nominated Susie Enoch for the
position of Vice Chair and this nomination was unanimously approved. Susie Enoch
nominated Rollin Russell as Secretary and this nomination was also unanimously
approved. Officers elected for 2016 -2017:

V. Minutes Approval
XXXX made a motion to accept the Minutes for the March 2016 and XXX seconded the motion
which passed unanimously. XXX made a motion to accept the May 2016 Minutes. XXX
seconded the motion which passed unanimously.
VI. County Updates
Alicia Jones provided update on the county ADA assessments and stated that assessments are
complete. The Whitted building is the first building slated for improvements.
VII. Subcommittee Updates
A. Diversity Matters: Rollin Russell put forth "Our Muslim Neighbors" as a focus for
the Community Read and the 2017 Human Relations Month. He is recommending the
book "No god but God" by Reza Aslan for the 2017 Community Read.
B. Community Justice: No report.
VII. Other Business /Announcements
Ms. Spencer - Horsley informed the commission that our FHAP is the recipient of a
$15,000 grant from HUD. These additional funds will be used for outreach and
brochures /information in other languages regarding fair housing education.
She also informed the Commission that the BOCC would meet the next night for FY 17
budget approval and that the resources for the HRC would remain relatively the same.
HRC members discussed outside groups /organization that request support from the HRC
and what should the policy be, Chapel Hill, particularly in relation to the BOCC. This
discussion was in follow up to two presentations, Campaign for Racial Equity in our
Schools and the other regarding the police and community relations.
HRC members discussed the policy and procedures for removal of members that exceed
the limit of absences for meetings.
The members agreed to invite persons interested in serving on the HRC to the August
meeting.
