Meeting called to order at 6:00 PM NO QUORUM

Discussion Point: Review of October, November, December, 2013 and January 2014 Minutes
Decision /Vote(s): In the absence of a quorum, no vote was taken to approve these minutes.

Discussion Point: Director's Report
Decision /Vote(s): The August 2014 Artists' Salon has been moved from Friday, August 15, 2014 to Friday,
August 22, 2014. The ArtsCenter requested this change because they had a potential renter for the August
15 date. Volunteer Applicant Natalie Ziemba decided she did not have time in her schedule to serve on
the OCAC Board, so her name was removed from the BOCC's January 23, 2014 agenda. The Orange
County deadline for the 2014 Congressional High School Art Competition will be by 5 pm on Friday April
11, 2014. The District -wide Reception will be at the NC Museum of Art in Raleigh on either Tues., April 22
or Wed., April 23 depending on Congressman Price's schedule. The Emerging Artists 301h Annual Awards
Ceremony will be held on Thurs., March 13 at 7 pm at the Durham Arts Council (120 Morris Street) in
downtown Durham. Our FY15 estimated Grassroots Program allocation for Orange County is $30,951 in
state funds. Our next Artists' Salon is Friday, February 21, 2014 from 6:30 -9 pm at The ArtsCenter in
Carrboro. Meg McGurk (Executive Director, Chapel Hill Downtown Partnership) will present "Artist and
Venue Matching" with representatives from the 2nd Friday ArtWalk venues. All of the chairs of Orange
County Boards and Commissions are being invited to meet with BOCC Chair Barry Jacobs sometime soon.
Action Item: None
Discussion Point: New Applicants for OCAC Board
Decision /Vote(s): New Volunteer Applicant Brian Finch was discussed and it was agreed to move forward
with his name for consideration by the BOCC. It was also suggested that in the future, new volunteer
applicants be invited to attend an OCAC monthly board meeting as an observer.
Action Item: Staff will send the name of Brian Finch to the Clerk to the BOCC's Office.

Discussion Point: Agenda Additions /New Business /Old Business
Decision /Vote(s): Gordon Jameson brought an item submitted by Judith Ernst RE: Orange County's zoning
laws to the OCAC's attention. It was suggested that Edith research the zoning laws in other municipalities
to use as examples. It was also suggested that Judith research the arts economic impact and present this
zoning change to the BOCC as a "no cost" way to increase the number of working artists here. It was also
suggested the Judith meet with the county commissioners individually, in advance of making a
presentation to them, so she can better understand and address any concerns they may have.
Action Item: Gordon Jameson will respond to Judith Ernst's request with the above mentioned
suggestions.
Discussion Point: Agenda Additions /New Business /Old Business
Decision /Vote(s): It was suggested that our meeting start time be changed from 6 pm to 6:30 pm for the
convenience of our members.
Action Item: It was agreed to make this change in start time beginning with the March, 2014 meeting and
notify all OCAC board members. Staff will also notify the Clerk to the BOCC's office for public notification.
