Topic B
Discussion Point: Director's Report
Decision/Vote(s): OCAC Board members were asked for suggestions on how we could improve our board
meetings. OCAC board members will think about this and let Martha Shannon or Devra Thomas know.
OCAC board members' (Ian Bowater, Kate Dickson,Tim Hoke, Bronwyn Merritt, Kim Roberts)whose
current terms expired on March 31, 2015 were all reappointed on April 7, 2015 by the BOCC for another
term.The U.S. 41h Congressional District High School Art Competition District-Wide Reception will be April
20, 2015 from 6-8 pm at the City of Raleigh Museum (220 Fayetteville Street in downtown Raleigh).
Geoffrey Hathaway will represent the OCAC at the District-Wide Judging on April 16, 2015 at United Arts
in Raleigh.The Orange County Finance Department will wait until we have fundraising revenue before
they establish a revenue line item for us.Thursday, September 3, 2015 is the date for the OCAC's 301h
Anniversary Party in the Whitted facility(Room 230) in Hillsborough. Co-founder Amy Consiglio will
facilitate an EverWondr"refresher"training at our May 151h Artists' Salon. OCAC alternates with the
Durham Arts Council in presenting EverWondr"refresher"training for artists/arts organizations in Orange
and Durham counties. Americans for the Arts (AFTA) next arts economic impact study(Arts and Economic
Prosperity V) is coming up shortly. Our first payment— 1/3 of the total payment—is due Fall 2015; second
and third payments are due Spring 2016 and Fall 2016 respectively.Total fee is$8,500 (minus AFTA
membership discount and possible NC Arts Council discount). Data will be collected January 1—December
31, 2016. OCAC staff(Martha Shannon)will be on vacation May 4-8, 2015 and will attend the AFTA
national conference in Chicago June 12-14, 2015. Calls for the Emergency Operations Center and our 301h
Anniversary Poster Design are due April 17, 2015. Interested OCAC board members will meet on Tuesday,
April 21, 2015 at 5 pm at the Orange County West Campus Building in Hillsborough to make selections.
The OCAC's Spring 2015 Grants Information Meeting is set for 6:30-8 pm on Wednesday,April 15, 2015 in
Meeting Room D at the Chapel Hill Public Library.

Topic C
Discussion Point: CHOCVB Liaison,Ad Hoc Committee Updates
Decision/Vote(s): Deb Hepp, CHOCVB liaison, reported that Martha Shannon had made a presentation
on our proposed public art project at the March 2015 meeting of the Visitors Bureau board.There was
discussion about having a public art funding policy at the BOCC level. Next step will be a committee
(someone from the Visitors Bureau board,Arts Commission board, Steve Brantley representing the
Economic Development Commission, etc.)to recommend policy.This draft policy will go back to the
BOCC.The Public Art Committee met to discuss the BOCC request for rotating art exhibits on the 2nd floor
of the Whitted Building. Questions arose (including insurance and monitoring, as well as how to get artists
interested in showing their art there). Art could be from anyone—schools, amateur artists, etc.There may
be other groups that may want to display their art in the Whitted Building. Liability policies differ: Orange
County Public Library(Hillsborough)—artists hang their own work, provide their own receptions, assume
all risks,with minimal supervision.Town of Chapel Hill Public and Cultural Arts insures the work for
liability and hires a professional to hang (curate)the work.The 301h Anniversary Committee reported that
a halftime UNC basketball slot is available this fall (probably in October).They need to know in advance
what the Arts Commission plans to present during halftime. Possible ideas include: Paperhand Puppets
from HAC's Handmade Parade; access to PA system (statement could be ongoing during the performance
giving background about the OCAQ musical groups that are OCAC grant recipients could participate
(Cane Creek Cloggers, local theatre groups such as One Song Productions, high school drum line, etc.);
videos, photographs of proposed performances needed to give to the UNC Athletic Dept. for approval.
Our overall goal is to increase awareness of the OCAC.This project will move to an email discussion—by
the June board meeting,will have a list of top candidates who are interested in participating.The
Marketing Committee reported that the website contract with Tomatillo Design is underway. Next step
will be coming up with content. OCAC will delay the market research project until after the website is
finished. Should have market research estimates by the end of summer, 2015.

Discussion Point: Board Retreat
Decision/Vote(s): The OCAC has$500 in our current year Contract Services line item for a Board Retreat
to take place before the end of June, 2015.The board will consider possible topics, dates,facilitators.

Topic E
Discussion Point: ARTSDAY/Advocacy Updates
Decision/Vote(s): OCAC will pay for ARTSDAY(Legislative Day—May 20, 2015) attendance by interested
board members. Doris Friend,Ashley Nissler and Joy Salyers expressed interest in attending. Both Devra
Thomas and Martha Shannon will attend the full ARTSDAY event(May 19-20, 2015). Deb Hepp had a
conversation with Commissioner Penny Rich about public art, and also suggested to her a percentage of
the hotel/motel tax for funding OCAC (including public art) instead of a flat amount each year. A Public Art
Policy Committee will be created and meet to draft a policy about public art funding for the BOCC.Joy
Salyers mentioned that she will be meeting with Commissioner Renee Price.
