BACKGROUND: During the budget deliberations in FY 2001-2002, the Board of Commissicners agreed to a four-year plan for achieving a goal of a full-time school nurse in every public schocl in both CHCCS and OCS systems. The table below depicts the implementation of the four year plan as it was authorized on an annual basis: 2001-02 02-03 03-04 04-05 05-06 06-07 CHCCS 2 0 2+ 2 new 4 +1 new 5+ 1 new 6 OCS 1 0 1 +1 new 2 +1 new 3 3 New nurses were added in October of each of the years that they were authorized. The 2006- 2007 fiscal year is the first continuation year of the school nurse plan,. FINANCIAL IMPACT: The total cost of the contracts is $537,289 and was authorized in the approved budget for FY2006-2007. Orange County Schools will receive a total of $182,641 for three nurses and the Chapel Hill Carrborc City Schools will receive a total of $354,648 for six nurses. It is anticipated that the full cost in fiscal year 06-07 will be $537,289 depending on the state salary scale for school nurses.. RECOMMENDATION(S): The Manager recommends that the Board approve the contracts and authorize the Chair to sign, Contract for School Nursing Services behveen the County of Orange and the Orange County Schools July 1, 2006 -June .3Q, 2007 This agreement between the Orange County Health Deparhnent, hereinafter referred Co as the "Department" and the Orange County Schools, hereinafter referred to as the "SchooP' is entered into for the purpose of providing school nursing services to the students of the Orange County School system, Whereas both the Department and the School mutually agree that the purpose of providing school health musing services is to promote the optimal health and well-being of all students in Orange County Schools, and Whereas both the Department and the School mutually agree that the long-term purpose of these fimds is to provide full-time nursing services to each school in the system; and Whereas both the Department and the School mutually agree to continue providing school nursing services as specified in the annually developed "Memorandum of Agreement between Orange County Health Deparhnent and Orange County Schools;" NOW, THEREFORE, in consideration of the premises and the following mutual covenants and conditions and any sums to be paid, the Department and the Schools agree as follows: The Department agrees: l . To provide funds not to exceed $182,641 to the School for the purpose ot'supporting three 10-month registered nurses to provide school nursing services for the 2006-2007 school year.. To the extent practicable, these funds should support the equivalent of3 PTE nurses.. 2. That the funds will be paid quarterly upon submission of an invoice that specifies persomnel costs and that the Department shall pay the School within thirty (.30) days of receipt of the School's invoice. Any adjustments to the invoice shall be taken into account in the next succeeding invoice or as soon thereafter as reasonably practicable. 3. That the funds may be used in their entirety for school nurse personnel costs including associated benefits and the local supplement. 4 To assign a nursing supervisor to coordinate the implementation of this contract and to initiate the annual development of the Memorandum of Agreement that specifies operating procedures, 5 To arrange for and provide at least three continuing education offerings for all nurses in the School during the school year at a mutually agreed upon time, whenever possible arranging for the sessions so as to minimize time away from the individual school assignments. The School agrees: L To utilize fimds not to exceed $182,641 for the purpose of supporting three 10 month registered nurses to provide school nursing services for the 2006-2007 school year. The nurses will provide direct nursing services to students within an individual school. The School agrees that the funds will not be utilized to support a nurse with a supervisory role. To the extent practicable, these funds should support three full-time nurses for ] 0-month appointments. 2. To submit an invoice to the Deparhnent quarterly that specifies personnel costs for the period. 3. To provide adequate space, computer equipment and supplies for the designated positions through other fimds at a level comparable to the support provided to all school nurses supported by the School. 4. To inform the Department of the employment of the muses, and in the event of termination, whether voluntary or involuntary, ,and the date of termination- 5. To maintain documentation that each of the nurses employed under this contract is and remains current in his/her licensure as a Registered Nurse in good standing with the North Carolina Board of Nursing. G To provide nursing supervision within the School consistent with the annual Memorandum of Agreement. 7. To release all school nurses to attend at least three continuing education events during the school year at mutually agreed upon times. 8. To assume the fill responsibility for negligence of its employees that provide nursing services under the terms of this contract for the contract positions and for all nurses employed directly by the School but functioning under the direction of the annual Memorandum of Agreement. 9. School shall provide, or cause to be provided, insurance covering professional liability of nursing personnel of at least $1 million. Proof of insurance shall be submitted to the Department annually. This contract shall be in effect for the period July I, 2006 through June 30, 2007 and is renewable annually thereafter. Either party may terminate this contract with or without cause upon 90 days written notice..
