HomeMy WebLinkAboutAHAB minutes 041415Affordable Housing Advisory Board Minutes of Tuesday, April 14, 2015 Members Present: Nannie Richmond, Diane Beecham, Noah Oswald, Patsy Barbie, Brian Finch and Arthur Sprinczeles Excused Absence: JonZella Bailey- Pridham, Sully Jaffer, Andrew Shannon, Tammy Jacobs Traci Wooten, Jason O'Quinn, Eleanor Kinnaird and Vivian Herndon -Latta Staff Present: Audrey Spencer - Horsley, Crystal Coble Welcome /Introduction The new members introduced themselves. Approval of Minutes Minutes of March 10, 2015 were not approved due to the lack of required members for approval. Department Report /County Report Audrey shared that the Outside Agency Funding Applications recommendations were submitted to finance. The board agreed that in the further they would prefer to have time to review all the applications and then meet and score them together. Audrey informed the board that included in their packet was the revised volunteer board policies and procedures and the draft of the Five Year Consolidated Plan and Annual Action Plan. Audrey also shared the maps that identified where the low and moderate income, owner occupied, renter occupied, and vacant housing. The maps also magnified the concentrations of people. Audrey informed the board that these maps are created because a requirement of the Five Year Plan is to report where the most cost is burdened populations are located. The board was given an orange county lunch tote in recognition of Volunteer Appreciation Month. Other Business Audrey shared that the BOCC was talking about issuing a bond for Affordable Housing. Audrey also tasked the board with thinking of recommendations for the FY 2015 -2016 Work Plan. Audrey and Patsy decided to meet at a later date to discuss the work plan and scheduling a bus tour. Diane suggested that the board encourage the BOCC to commit to the bond for affordable housing by submitting formal letters from the board or individually. Also she suggested that the AHAB prepare ideas for what can be done with the affordable housing bond, if one is granted. Audrey suggested that the AHAB invited speakers in on the topic of how to utilize current resources. Audrey tasked herself with getting information regarding Chapel Hills "working strategies" that Diane mentioned may be posted on the Chapel Hill website. Noah asked was there any information on the Five Year Consolidated Plan surveys should be adapted into the AHAB work plan and or brought to the BOCC attention. Audrey informed the board that she would be in contact with Urban Design Ventures and request a summary of the surveys. Next meeting will be Tuesday, May 12, at 6:00 p.m. in Hillsborough at 300 West Tryon Street, the Department Conference Room. There being no further business the meeting was adjourned.
