HomeMy WebLinkAboutAHAB minutes 041216Affordable Housing Advisory Board 2501 Homestead Road Chapel Hill, NC 27514 Tuesday, April 12, 2016 Minutes Members Present: Patsy Barbie, Chair; Arthur Sprinczeles, Vice Chair; Diane Beecham, Noah Oswald; Nannie Richmond; Brika Eklund; Tammy Jacobs and Daniel Bullock Excused Absence: Jason O' Quinn and Eleanor Kinnaird Unexcused Absence: Traci Wooten and Kolby Herndon Visitors: Elizabeth (preferred first name). Staff Present: Audrey Spencer - Horsley, Director; and Crystal Coble, Administrative Assistant Welcome /Introduction Pasty Barbie, the AHAB Chair, called the meeting to order at 6:07pm. AHAB members and visitors introduced themselves. Department Report /County Report February 9, 2016 Work Session review No father updates and the Orange County Board of Commissioners (BOCC) did not ask for any additional information. Commissioner Renee Price asked to attend the AHAB bus tour. Gateway Legal services, health department, and housing department met and established committees to address various concerns in Gateway. AHAB members wanted to know what type of affordable housing property it was. Audrey Spencer - Horsley informed them that it was an older tax credit or 236 property and that she would find out when their compliance period expires and any other pertinent financial information she could. Fairview Audrey Spencer Horsley informed the AHAB that all HCV tenants had moved to permanent housing. Audrey said that the home owner informed her that she has allowed one family to stay until the child finishes school in June. Audrey Spencer Horsley shared that one tenant has to get assistance removing his remaining belongings and Audrey will contact Community Empowerment Fund to see if they could help. Fall Bond Referendum for Schools and Affordable Housing Audrey explained that the housing education committee planned for the fall Bond Referendum includes a seat for an AHAB member. Diane Beecham inquired about the expectations /intentions of the committee and members. Audrey Spencer - Horsley explained that the BOCC identified the members of the education committee and that typically the committee provides information about the purpose and planned use of the money; the committee can not advocate. Diane Beechman volunteered to serve on the education committee; there was consensus of the members with no objections. Resignations /Remaining Vacancies Crystal Coble informed the AHAB members that Sully Jaffer resigned and Traci Wooten asked to remain on the AHAB but the members stood by their initial vote to have her removed because of lack of attendance. Speakers for Future Meetings Corey Root the new Homelessness Program Coordinator will be invited to the May meeting. Audrey asked if any AHAB members had anyone else that they would like to invite to future meetings as a guest speaker. There we no requests made. Noah Oswald requested that the Orange County owned land, land use, mobile homes and affordable housing inventories be made available to the AHAB in the hopes that it would provide the AHAB with questions which would aid them in selecting quest speakers in the future. Audrey Spencer - Horsley informed the AHAB that the information is available in the Proposed Affordable Housing Strategic Plan which can be viewed on the Orange County website. Other AHAB Activities Audrey Spencer - Horsley suggested September for the proposed affordable housing tour to avoid conflict with the busy BOCC schedule at this time. The AHAB agreed that September would be an ideal time for the bus tour and set the initial tentative dates for Saturday, September 10th or Tuesday, September 13th contingent on whichever date is better for BOCC attendance. Requested Bus Tour stops: Camelot Village Unit that did not pass HCV HQS inspection Projects that had been funded by the County County owned land with the highest rankings Mobile Home Parks An additional AHAB activity purposed was a Housing conference in October. A summary of the discussion included the following purposed objectives /activities: • Community wide conference • For the youth: Twit a -thou for high school students • First time Home buyers workshop open for all (managed by the non - profits) • Home Depot: DIY • Tiny homes and designs • Invite community partners that have participated in similar programs /projects to speak about what works and what does not. • Kids section • Goal would be to have a broad appeal • Housing Design for Seniors • To encourage wide range of participation and interest • Affordable Housing Photo /Drawing contest Brika Eklund mentioned that NC Housing Coalition has an Annual Housing Conference on October 12 and 13, 2016, in Raleigh, NC suggesting that the AHAB purposed housing conference could possible gleam information from NC Housing Coalition's agenda. Other Business Crystal Coble gave the volunteer appreciation gifts from the BOCC and Audrey Spencer - Horsley thanked the AHAB members for the giving freely of their time to participate on the AHAB. There being no further business, Tammy Jacobs motioned to adjourn and Diane Beechman seconded the motion and the meeting was adjourned at 7:37 pm. Respectfully Submitted, Crystal B.
