HomeMy WebLinkAboutAHAB minutes 030816Affordable Housing Advisory Board 300 West Tryon Street Hillsborough, NC 27278 Tuesday, March 08, 2016 Minutes Members Present: Patsy Barbie, Chair; Arthur Sprinczeles, Vice Chair; Diane Beecham, Noah Oswald; Eleanor Kinnaird; Nannie Richmond; Tammy Jacobs and Daniel Bullock Excused Absence: Jason O' Quinn, Sully Jaffer and Brika Eklund Unexcused Absence: Traci Wooten and Kolby Herndon Visitors: Keith Cook, Renee Price, Betty Stuart, and Ms. Wells Staff Present: Audrey Spencer - Horsley, Director; and Crystal Coble, Administrative Assistant Welcome /Introduction Pasty Barbie, the AHAB Chair, called the meeting to order at 6:07pm. AHAB members introduced themselves and visitors. Department Report /County Report Fairview Victors and members voiced their concerns regarding tenants in Fairview having to relocate and the difficulties they were facing. The main concerns were • Whose responsibility is it to help them find a new residence? • Are the homes in Fairview availed for purchase by the county or individuals? • Is there money set aside for residents who can't afford moving expenses? • What is the county doing to help in instances of emergency relocation? • What is being done so that lifetime residents do not to have to relocate to a different county? Audrey explained that in regards to tenants on the Housing Choice Voucher program it is there responsibility to find their own residence. However in situations where a person is mentally or physical unable to do that themselves they are put in contact with Community Empowerment Fund, who has limited resources to performed one - one /door -to -door housing searches. Audrey explained that purchasing the Fairview homes in question is being considered. Audrey shared that she has been in continual contact with our community partners and the Department of Social Services in order to help those who how need help with moving expenses including electric, water, and rental deposits. Audrey informed the members and visitors that it has been brought to the County Manager and the Homelessness Program Coordinator that there needs to be a clear and direct action plan for instances of emergency relocation and the BOCC has also requested that in areas that are prone to flooding have pre- establish relocation site. Audrey explained that new affordable housing plans and projects are underway in order to increase the amount of affordable housing options in the county so residents to not have to relocated outside of the county. An AHAB member requested that the new Homelessness Program Coordinated be invited to the next meeting if possible. Outside Agency Funding Request Applications Review The AHAB reviewed and made funding recommendation for the following outside agencies: Housing for New Hope a. The AHAB stated that the services provided and the number of people served is small. Also the AHAB was not satisfied with outreach in northern part of the county. They were given a score of 100. Keith Cook believed that they should not be awarded the entire requested amount if they do not provide services they entire county. Nannie motioned to recommend $15,000 instead of the $22,000 requested. Tammy second motioned and the motion passed with five for and two against. 2. Community Home Trust a. The AHAB voted to recommend that they receive the amount that they are requesting. The AHAB stated that the services provided and people served needs to more diverse with regards to income, ethnic groups and geographical areas. Also the AHAB was not satisfied with the amount of collaboration with other organizations. They were given a score of 100. They were given a score of 86. 3. EmPowerment a. The AHAB voted to recommend that they receive the amount that they are requesting. They were given a score of 100. 4. Community Empowerment Fund a. The AHAB voted to recommend that they receive the amount that they are requesting. They were given a score of 100. 5. Habitat for Humanity a. The AHAB voted to recommend that they receive the amount that they are requesting. They were given a score of 100. 6. Rebuilding Together a. The AHAB voted to recommend that they receive $10,000 instead of the amount that they are requesting. The AHAB feels that there is not enough sufficient rationale to justify need for Orange County funding because there programs and activities are 70% focused in Wake County. They were given a score of 70. They voted by show of hands to recommend $10,000 instead of the $30,000 requested. The vote pasted with and the motion passed with four wanting to reduce it to $10,000 and three for $20,000. The following agenda items were postponed to be discussed and the next AHAB meeting. 1. Bus Tour; Purposed Date: Saturday, May 21st Other Business Audrey informed the AHAB of the following upcoming meetings and dates: 1. Orange County Affordable Housing Strategic Plan Update Presenting to the Board on March 22, 2016 2. Community Meeting: March 17, 6pm 3. County Bond Referendum for Schools and Affordable Housing Public Hearing April 19, 2016 4. UNC- Affordable Housing Presentation Tuesday, April 12, 2016 a. Housing at Southern Human Services Center, Chapel Hill Audrey stated that the locations would be provided via email at later date. Keith Cook request to be added as an official liaison for the department of Aging or an ex official member of the AHAB, so that he could have voting rights and entitled to receive AHAB pre- approved /specific information.
