OLD BUSINESS • Discussion /Approval of March 7, 2017 Minutes: Approved with the following corrections: • Member Names (Jackie Podger rather than "J. Page "; Glenda Floyd rather than "G. Floyd ") • Member Status: Sandy Nash has not resigned as note; excused absence for meeting • Quarterly Activity Reports due: 2nd Quarter April 15, 2017 rather than I" Quarter • Member request that first names be included (rather than just initial) in all future minutes NEW BUSINESS • Role of OCNHCAC as related to draft Master Aging Plan indicator 3.5.1c: As committee member comments were offered, Mary Frasier announced a significant change done by the Master Aging Plan work group which clarified the role and expectations of the committee. This section is now drafted to read: "Nursing Home and Adult Care Home Advisory Committee members promote activities that support resident /staff well -being and that reduce social isolation." OCNHCAC members present agreed with the rewording and approved the section. The Master Aging Plan will be reviewed by the Orange County Board of Commissioners on May 16. The discussions around our role prompted a further item: how do we as committee members promote activities that support well being and reduce the social isolation of nursing home residents and staff? Several points were made: • there is no discussions in our orientation re: training/providing /promoting such activities; one member pointed out that while the OBRA regulations specify there are to be group and individual resident activities that will promote such; • the regulations do not have any specificity for council advisory committee members; • One member suggested the following would be some of the items we should learn about: how are activities developed; how are residents encouraged to participate; how are care plans /activity plans individualized for a resident who may not enjoy group efforts; and should we be asking residents about their participation in such events? This led to the idea that a guide could be developed for committee members to use when trying to query residents and staff regarding such efforts. Committee members Carol Kelly and Jackie Podger volunteered to draft some guides /questions we all could use when officially visiting a facility. Thank you Carol & Jackie! • Meeting Schedule: At the end of the March 2, 2017 meeting a member asked about rescheduling our meetings from every two months to quarterly, hence the topic on this agenda. After detailed discussion of the pros and cons of a meeting schedule change, including a historical perspective by Vibeke of this topic during prior years, she called for a hand vote. It OCNHAC, Meeting Minutes, May 2, 2017 supported keeping the current meeting schedule and times: the first Tuesday of every second month (Jan, Mar, May July, Sep, Nov) at 5:30pm, Seymour Senior Center, Chapel Hill Ombudsman Report — Autumn Cox provided the following: • A thank you gift from the Orange County Commissioners to committee member volunteers since April is Volunteer Month: a framed print in burlap bag, of Chapel Hill, Carrboro and Hillsborough areas. Our personal "thank you" can be sent to Mr. Thom Freeman of the Board of Commissioner. • Sponsored by Durham County, an education program will be held in Durham on May 20th; topic Dementia Inclusive Durham, guest speaker /coordinator is Dr. G. Allen Power; topic: building true inclusiveness for persons living with dementia in Durham County. Several OCNHAC members have heard Dr. Power and highly recommend the all- day seminar to others. o Education Program for county volunteers on Elder Abuse will be provided on May 31st at the RTP Center, Archie Davis Drive. Program on Aging — Mary Fraser reported the following: • Orange County Commissioners will review for approval of the county master aging plan on th May 16. • The Seymour Center will be celebrating its l Oth anniversary this month; it has recently received national recognition for its programs. • The Direct Care Worker Awards will be presented to 38 nominees from facilities in our county at the the Passmore Senior Center in Hillsborough on May 25th Mary encourages all to be present for this wonderful recognition. • Guests: At this point in our meeting we thanked our guests for coming and excused them from further business. • Site Reports: Carol Woods visit report accepted with changes as discussed. Topics other than Agenda Items: o Organizational use of personal alarms for bed or chair. Such items seem to becoming more of an option for facilities to use in a resident safety program. Jackie Podger did some research about the alarms and pointed concerns for residents (Appendix to Minutes). Discussion ensued about reminding organizations to review other actions now appearing in the literature that could reduce injury risks from falls, etc., without the potential disturbing effects of such items. o Request to share personal notes. Such had been made of a visiting committee member to share her notes with a staff member who was representing administration at the end of the facility visit. After discussion, both our Chair and the Ombudsman noted that the official facility visit report is filed with the county and available on its website. Any jotting of personal notes by committee members during a visit is for their own use for official visit reporting; they are not required to be shared with a staff member. • Reminders: o Quarterly Activity Reports Due: July 2017 o Quarterly Site Visit Reports Due: When visit is completed OCNHAC, Meeting Minutes, May 2, 2017 Announcement: While her board membership will expire at the September 2017 meeting, Teri Driscoll is excused from the July meeting and will not attend the September meeting. This is her final committee meeting. Members again thanked her for all the years of service as a member and our Chairperson. Next Meeting: July 11 — change agreed to by the committee since the first Tuesday in July is July 4, federal and state holiday. Respectfully submitted Martha R. Bell, Secretary OCNHAC, Meeting Minutes, May 2, 2017 Appendix to OCNHAC Meeting Minutes, 2 May 2017 UNWANTED COMPLICATIONS OF PERSONAL ALARMS (bed or chair), provided by Jackie Podger) • Can create a false sense of security • Can promote a reactive rather than proactive approach to falls • May be inactivated by residents • May fail through weak batteries or mechanical damage • Can make an environment seem institutional instead of home like • Can create fear, confusion or agitation, especially in residents with dementia • May reduce residents' activities of daily living and functional status • May interfere with resident dignity • May interfere with sleep, which contributes to agitation and decreased balance • "Alarm fatigue" leads to staff desensitization and caregiver frustration • May increase survey deficiencies related to alarms (by product of the event) • May actually lead to increase in falls and serious injuries.
