HomeMy WebLinkAboutPRC minutes 090314 Meeting Summary Parks and Recreation Council (PRC) Monthly Meeting Summary MEETING: September 3, 2014 LOCATION: Environment and Agricultural Center Conference Room ____________________________________________________________________________ MEMBERS PRESENT: Neal Bench, James Carter, Joel Bulkley, Allan Green, Rob Robinson, Tori Williams Reid MEMBERS ABSENT: Eric Roeder (excused), Betty McDade Khan (excused), Erin Dillard, Denise Dickinson STAFF PRESENT: David Stancil ____________________________________________________________________________ I. Call to Order / Welcome New Member The meeting was called to order at 6:39 p.m., with a quorum present. II. Review Meeting Summary (6/4)/Additions or Changes to Agenda: Staff is behind on meeting summaries due to the extended medical leave of staff. The June meeting summary will be included at the October meeting. III. Report of the Chairs (Bench) a. Applications / Vacant Positions: With the position of Denise Dickinson expired, the town of Hillsborough vacancy remains unfilled. There are now two applications from Town of Hillsborough - Teri Driscoll and Robb English. English had been previously recommended for appointment, but given the BOCC discussions about repeat appointments (please see June meeting summary) the Council deliberated on whether to recommend a new person or a prior Council member. The question of diversity, gender balance, and knowledge of the subject field were discussed about both applicants. A preference poll was taken, and Driscoll will be recommended to the BOCC for this position. Sandi Green’s name was brought forward for the Cheeks Township vacancy. James Carter made the recommendation and Allen Green seconded the motion. The recommendation was approved by unanimous consent. Both Driscoll and Green will be recommended to the BOCC for appointment. IV. New Business a. Review of Advisory Board Comments on Park and Recreation Master Plan 2030 was discussed. Stancil provided handouts and discussed the status of the master plan review, providing updates on feedback from different advisory boards. b. Official Recommendation to BOCC on Parks and Recreation Master Plan 2030 - The Council was asked to begin the process of discussing a recommended master plan tonight, with final revisions and supplemental materials to be provided prior to the October 1 meeting. The Council began discussing the master plan and related matters, including the Mountains to Sea Trail as a priority, and will continue during the October 1 meeting. V. Old Business a. Blackwood Farm Park and Soccer.com Center Capital projects – Stancil provided an update on these projects. Planning to open Blackwood farm Park on a weekends-only basis is proceeding, with a projected plan to the Board of Commissioners on October 21. Initially, the only improvements will be a picnic area, open field, interpretive signage around the farmstead, and several miles of trails, plus basic amenities such as benches and picnic tables. A new mobile restroom unit and other improvements are underway at Soccer.com Center and these improvements should be completed and in place for the Spring 2015 season. b. Community Use of School Facilities for Recreation Resolution - Stancil noted that the BOCC was scheduled to approve a resolution that facil itates more usage of school facilities for recreation purposes the next evening (9/4), and that he would be meeting with school representatives in the near future to discussion options. VI. Report of the Director (Stancil) a. Possible Park Concept Planning/Joint Planning-Fall 2014. Stancil outlined a plan for creating concept plans for several land-banked park sites over the next 18 months. To avoid confusion with the system master plan, staff plans to begin using the term “concept plans” to refer to individual park planning. Green requested that the master plan for the MST be raised to a higher status on the schedule. Staff will look into this, and participate in a MST planning session in the next few weeks held by the State Parks office. b. Park Facility Renovation and Repairs update - Stancil noted the different repairs and renovations to existing parks being undertaken for 2014 -15 from this new capital fund. c. Interactive Parks Locator Map – Stancil asked if the Council had any ideas for a new “catchy” name for the map to help in branding. No ideas were generated, members were encouraged to email Stancil of ideas. VII. Committee Reports a. Intergovernmental Parks Work Group: No report b. Friends of P&R: No report VIII.
