I. Beginning time of meeting: 6:35. Roll was called. Introductions were made.
II. Meeting Summary (12/2) was approved with no comments from the Board. Bulkley
asked that Connect NC Bonds be added to the agenda.
III. Report of the Chair (Bench)
a. Membership. Daniel Siler is moving to Chatham County, so he will no longer be
able to remain on the board.
b. Discussion about Chair, Vice-Chair nominations. Elections will be in April.
Bench cannot be in his elected position anymore.
IV. New Business
a. March 2 Joint Advisory Boards Meeting Agenda. Every two years, all Parks and
Recreation Boards have a joint meeting. This is our time to host the meeting. The
agenda will cover issues that impact all departments. Bench brought the list of the
items discussed at the last joint meeting. The onus on the group is now to set the
agenda for that meeting. Two topics were brought forward by Stancil. One is joint
funding for future parks. Stancil spoke of splitting up into groups to discuss
various topics. Carrboro has much interest in biking. That could be the second
topic. Then a meeting debrief. Stancil asked the board for their input from those
ideas. Massai asked if this meeting could inpact the OC Master Park Plan. Stancil
said it could. McDade pointed out that it wasn’t much time to take care of
anything. Green suggested that each department share what they are doing.
Maybe ask what are the top three priorities of each department? Massai
suggested sharing survey results. Daniel suggested looking at what was the
outcome of the 2014 meeting and what came of that. Greeson suggested finding
out in advance each jurisdiction’s top 10 priorities and then come to the meeting
with this already established and come up with maybe 5 or so joint overlapping
themes and use those issues when the whole group meets to discuss in the smaller
groups. This groups’ list includes: Trails; Biking; Athletic Fields and Artificial
Turf; Biking and connectivity; Camping; Pools; Seniors and Parks; and Disc Golf
V. Connect NC Bonds. Much is for Education, but 5% covers money for upgrading
State Parks including the Zoo getting some of the money.
VI. d Business
a. Mountains to Sea Trail (MST) Update. Agenda item went to the BOCC the end of
January to look at segment 11 of the MST. Some opponents of this plan have seen
this and have expressed their opinions about it recently. 270 private land owners
along that segment will be contacted about this process to include conducting
community meetings. The first community meeting will be around the 1st of
March. Green spoke of the opposition to the MST.
b. Hollow Rock Nature Park-Update. Since October, we have had 15 inches of rain,
yet, the park is still almost ready. Maybe the opening will be in late April.
c. Blackwood Farm Park/Disc Golf-Update. The memo PRC wrote was given to the
BOCC at their meeting last night. Around mid-March, the County Manager will
present her capital fund budget with the hopes that funding does goes through for
this.
VII. Report of the Director (Stancil)
a. Fairview Park Improvements and Commemorative Sign. The commemorative
sign has been developed with a ceremony occurring soon.
b. Efland Cheeks Park Incident. There was a murder on MLK day. A young man
was shot multiple times near a car in the ECCC Park. The man was from Durham.
It doesn’t sound like it has anything to do with the Park. It seems the location was
random.
c. Community Center Coordinator. David Caldwell is the new Community Center
Coordinator. He will be introduced at the April meeting.
d. April Chair/Vice-Chair Elections will occur at the April meeting.
e. Stancil added some Recreation information. Summer Camp registration opened
this week with many coming in. Now co-sponsoring with Hillsborough Chamber
to show the Movie in the Parks. Partnering with the Health Department and the
Family Health Alliance to have Summer Camps at New Hope Elementary.
VIII. Council and Committee Reports
a. Intergovernmental Parks Works Group.
b. Items from the Council.
c. Friends of Orange County Parks and Recreation (FOPR). Has been stalled for a
few months. There is a $400 file fee. They are fundraising to raise the file fee.
Next meeting is the multiple Advisory Board meeting at the Whitted Building, room 230. 300 W.
