Meeting Summary
Date: December 7, 2016

I. Call to Order –
II. Ad ditions or Changes to Agenda; Meeting Summary – No comments on the Nov
notes nor changes to the agenda.
III. Report of the Chair –Chair, Williams Reid spoke of revising the letter to the BOCC. This
will be addressed in Old Business.
IV New Business- Bench spoke of how his friends went to Blackwood Farm Park and were
very pleased with their visit and the helpfulness of the staff. They are glad to have the
park.
Green held an Orienteering project on the first Friday of November at BWFP. Eight youth
participated. Bench asked about an Orienteering Course at Little River Park. Stancil said
he had spoken to staff about creating this, but was not sure if anything has occurred at
this time.
V. Old Business –
a. Approval of Memorandum to Board of Commissioners (Attachment 1)-Mark Doroson
is now Chair of the BOCC. This should be noted on the letter. Stancil noted that the
County Manager would be coming to the February meeting, and could speak to the
topic. It was suggested that the Council wait until February to approve the letter. All
agreed.
b. Approval of PRC 2016 Annual Report and 2017 Work plan (Attachment 2)-Rhodes
added that the Cedar Grove Community Center opening be a part of the description
of last year’s accomplishments. Rhodes brought up using cork on artificial turf fields
as an alternate infill material, as Chapel Hill is doing. Regarding the Payment-in-Lieu
Study for parks and open space, this is part of a feasibility study. The Council
indicated it was happy with the work plan at this point.
VI. Report of the Director –
a. Mountains to Sea Trail (MST) Update-There was to be a MST meeting on December
8, but due to many problems with that date, the meeting has been postponed to a
date to be determined in January, maybe the 19th. Stancil will send out draft
materials since PRC does not have a January meeting. This should be the last
community meeting for this round of activity.
b. Other updates-Rich Shaw, Conservation Manager, is retiring at the end of the month.

The Soccer Showcase is over. DEAPR was the “mid-west regional” host, it seems,
with many teams from that part of the country at Soccer.com. Lots of revenue was
generated for the county with hotel reservations and eating out and etc.
Hillsborough Youth Association’s Collins fields may be closed down sooner than
expected due to other Town of Hillsborough development projects. DEAPR may
need to work with them to find some t-ball fields.
VII. Council and Committee Reports –
a. Intergovernmental Parks Work Group-no update. Next meeting is in February.
b. Items from the Council-McDade Khan spoke about Cedar Grove. There is a
tremendous amount of activity going on. Food was sold at the Puppet Parade for a
fundraiser. There was a Thanksgiving Dinner and a Christmas dinner is coming up
as well as a teen dance and an angel tree for youth Christmas gifts. Stancil says
there is continued discussion about the Community Center Coordinator.
c. Friends of Orange County Parks and Recreation (FOPR)-Green is waiting for $400
to pay for the 401C3 status. A viable plan for raising this money has not been
developed.
