Parks and Recreation Council
Meeting Summary
Date: November 1, 2017

I. Call to Order. Introductions were made.
II. Additions or Changes to Agenda, Meeting Summary: The October summary will be
reviewed next month. The Agenda was reviewed. There were no additions to the
agenda.
III. Report of the Chair:
a. Meet Up walking group is forming. Trying to get an Orange County Parks/trails
walking group. The first group will walk at 3pm this coming Sunday, November 5
at Blackwood Farm Park. So far, 17 are set to walk.
IV. New Business
a. Annual Recreation and Athletics Review (Chris Sousa and Recreation Division) Staff
were first introduced.
The Recreation and Athletics Division gave a PowerPoint presentation about their
services and report of the last fiscal year. The three services are Recreation
Programs, Athletics, Camps and Special Events. A handout of the presentation was
supplied to each of the board members.
To begin, the division mission statement was given, and then an organizational chart
was displayed. Sousa included revenues and expenditures for the programs. Barnes
described the major function, structure, challenges, and future vision of the
programs. Sousa spoke about Facilities and Concessions. Facilities include the
Central Recreation Center; Soccer.com; Efland-Cheeks Community Center and
Park; Cedar Grove Community Center and Park; and Fairview Park. Loovis asked if
the County is in compliance related to medical staff not onsite at athletic functions.
Stancil noted that he is pretty sure there is not a legal compliance rule related to this
for local recreation teams and games. Loovis asked if the staff can look into a legal
counsel review of the medical help needed during our athletic programs. Sousa said
he would look into it.
V. Old Business
a. None
VI. Report of the Director
Updates on Various Projects and Facilities:
a. The MST “next steps” memo has gone to the BOCC.
b. Fairview Park, which includes the old Town landfill, is being studied for possible
future expansion. DEAPR has contracted out with a consulting firm to see what is in
the ground and its implications.
c. This week, Chapel Hill Parks and Recreation reached out to Stancil to say they may
be ready to begin developing a Master Park Plan for the Millhouse Road Park site.
VII. Council and Committee Reports
a. Intergovernmental Parks Work Group. There was a meeting on October 11. Daniel, the
PRC representative to the group, reported on the meeting. The main focus was about
the Aging Plan that was presented. An emphasis was on collaboration with Recreation
departments.
b. Items from the Council: none.
c. Friends of Orange County Parks and Recreation (FOPR) - Robinson pointed out that
they still need $400. Discussion took place around how to get this going.
Meeting adjourned at 8:20. Next meeting will be December 6, 6:30pm (EAC conference
