MEMBERS ABSENT: Jeff Charles, At -Large Representative; Gary Saunders, At -Large Representative; Ted Triebel, Little River Township Representative; Erle Smith, Chapel Hill Township Representative; and Justin Miller, At- Large. STAFF PRESENT: Abigaile Pittman, Transportation /Land Use Planner; and Meredith Kern, Administrative Assistant. OTHERS PRESENT FOR TRANSIT ADVISORY SERVICES: Lisa Berley, Department on Aging. AGENDA ITEM 1: CALL TO ORDER AND ROLL CALL Heidi Perry called the meeting to order. AGENDA ITEM 2: APPROVAL OF MINUTES APRIL 19, 2017 MOTION by Alex Castro to approve the April 19, 2017 OUTBoard Minutes. Seconded by Art Menius. VOTE: UNANIMOUS AGENDA ITEM 3: CONSIDERATION OF ADDITIONS TO AGENDA Abigaile Pittman provided the Board members a handout from commisoner Barry Jacobs. AGENDA ITEM 4: SPECIAL PRESENTATIONS AGENDA ITEM 5: REGULAR OUTBOARD AGENDA (ACTION ITEMS) AGENDA ITEM 5A. BICYCLE SAFETY TASK FORCE (BSTF) REPORT DISCUSSION (ABIGAILE PITTMAN) Abigaile Pittman reviewed the abstract. Heidi Perry asked for clarification regarding the FY 17/18 budget for the Bicycle Safety Task Force Report. Abigaile Pittman explained that the Commissioners' meeting packet from last night states $10,000 will be budgeted for implementing the Report. Heidi Perry stated that she had been told that it would be $15,000, with $10,000 from the General Fund and $5,000 from the Visitors Center Occupancy Tax. Abigaile Pittman said that she would verify the information and report back. 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 89 90 91 92 93 94 95 96 97 98 99 100 101 102 103 104 Approved 8/16/2017 Heidi Perry asked what the recommendation is from staff about a Bicycle Safety Report implementation committee. Abigaile Pittman stated that the recommendation staff has is that, in accordance with the County's Advisory Board Policies, they form an OUTBoard subcommittee with members that are interested in serving. She further explained that work would start as soon as the subcommittee is created. MOTION by Art Menius that a subcommittee for implementation of the Bicycle Safety Task Force Report be formed with the OUTBoard and OUTBoard Chair being able to appoint members. Seconded by Alyson West. DISCUSSION: Heidi Perry explained that she is hesitant to vote because they had such an active group of people with the Bicycle Safety Task Force and she thinks that some of them would want to be included in this committee. Abigaile Pittman explained that although they would not be able to vote as an appointed subcommittee member, they could be invited to attend as private citizens when their input was needed on various issues. Alex Castro asked if the subcommittee could not be similar to the task force in regards to its membership. Abigaile Pittman explained that if they were to do that then they would have to go through the previous process all over again. Heidi Perry asked the OUTBoard who would be interested in serving on the new subcommittee. Alyson West and Art Menius both indicated they would be interested. Abigaile Pittman stated that whe would send out a follow -up email to see if other OUTBoard members not in attendance might be interested in serving on the subcommittee. She explained that they still have a lot of work to do since they were just recently presented the County approved budget for the sub - committee. She also explained that they will be able to utilize the Orange County Public Relations Department as a graphic design resource for the subcommittee. VOTE: UNANIMOUS AGENDA ITEM 6: INFORMATIONAL ITEMS 6A. PUBLIC ROAD CLOSING PROCESS (ABIGAILE PITTMAN) Abigaile Pittman reviewed the abstract. Heidi Perry asked about the process for NCDOT accepting a road for maintenance. Abigaile Pittman explained the process of how a road gets accepted for maintence by showing the OUTBoard a flow chart. AGENDA ITEM 7: STAFF UPDATES 7A. TRANSPORTATION REPORT FOR THE EFLAND- BUCKHORN- MEBANE (E -B -M) STUDYAREA AND GENERAL NEXT STEPS FORAMENDING THE E -B -M ACCESS MANAGEMENT PLAN (ABIGAILE PITTMAN) 2 Approved 8/16/2017 105 Abigaile Pittman reviewed the abstract. 106 107 Alex Castro pointed out that Gravely Middle School is on the north side of West Ten Road, however, on the map 108 provided in Figure 2 they show it on the south side. Also on Figure 4 they show the school in the Economic 109 Development Transition District. 110 111 Abigaile Pittman said she will review this with the consultant. 112 113 Heidi Perry asked if they are doing anything for bicyle facilities on Buckhorn Road. 114 115 Abigaile stated that that the TIP project that was proposed on Buckhorn Road had some bicycle lanes on it. 116 117 Alyson West asked how this design fits into Mebane's bicycle plan. 118 119 Abigaile Pittman explained that the section they are talking about has not been annexed by the City of Mebane yet 120 and that while many of Mebane's Planning efforts extend into Orange County, the bicycle /pedestrian plan is limited to 121 the Mebane city limits. 122 123 Alex Castro stated that during the voting for the Burlington Graham MPO there were 24 votes and Orange County 124 was one of those 24 votes. He then asked if they extend jurisdiction further east what does that do for Orange 125 County's representation with the Burlington Graham MPO. 126 127 Abigaile Pittman stated that Orange Coutny's representation with the Burltington Graham MPO is determined by 128 population, which is calculated routinely, such as every Census. 129 130 Alyson West asked if any future transit plans are considered in the traffic forecast studies. 131 132 Abigaile Pittman explained that vehicles on the road are primarily considered in the traffic forecast. 133 134 135 713. TRANSPORTATION ITEMS FROM THE REVISED MASTER AGING PLAN (ABIGAILE PITTMAN) 136 137 Lisa Berley from the Department on Aging introduced herself 138 139 Abigaile Pittman reviewed the abstract. 140 141 Alex Castro said that he thinks it is important that the various departments within the local governments participate in 142 the development of the Master Aging Plan so that they can actually develop realistic goals and plans. 143 144 Lisa Berley stated that the Master Aging Plan was brought to the Chapel Hill Town Council and it was approved. 145 146 Abigaile Pittman stated that the Planning Department will participate as needed in the implementation process of the 147 Master Aging Plan. 148 149 7C. ORANGE GROVE ROAD BRIDGE FENCING (ABIGAILE PITTMAN) 150 151 Abigaile Pittman briefly reviewed the abstract. 152 153 Heidi Perry asked when they should expect to hear back from James Trogdon.
