Present: Jim Kitchen, Delores Bailey, Mark O’Neal, James Watts, Paige Zinn, John Anderson, Nitan Khanna
Orange County Staff: Travis Myren, Steve Brantley, Mike Ortosky, Amanda Garner, Yvonne Scarlett, Tina Love
Call to Order
Approval of September 13, 2016 minutes
MOTION by John Anderson to approve minutes; seconded by Delores Bailey. Minutes were approved by consensus.
Director’s Report and Presentations
• Update on S.W.O.T. Analysis – Steve Brantley, Travis Myren, Amanda Garner
o S.W.O.T. Analysis RFP was discussed
o A PowerPoint Presentation was handed out
o Challenges were discussed
o Infrastructure necessity
o Discussion on type of S.W.O.T. analysis and focus
Limited assessing the EDDs feasibility
Suggestion of a possible phased report
Analyzing utilities, restrictions and identifying what would industries would match
Viable sites in each EDD
• Update on Wegmans Project and other projects – Steve Brantley
o Inquiries have gone from a couple per year to 58-60 inquiries but only able to respond to half or less
o Concern was expressed that this will cause trading of jobs
• Update on Orange County’s Small Business Loan and Grant Programs – Yvonne Scarlett
o Yvonne Scarlett updated the Board on the Business Grant applications, awards, and balances.
o Article 46 funds distribution discussed – way to measure the additional need
o Score card modifications discussed
o Booklet of recipients of the Small Business Loans, Business Grants and Ag Grants to be presented to
the Board of County Commissioners was shared and discussed
• Update on Orange County Agricultural Grant Program – Mike Ortosky
o Mike Ortosky brought the Board up to date on activity and status of the Ag Grants
New Business
• Annual Report/Work Plan – Steve Brantley
o Agreed to proposed content to be followed up by emails to confirm final report
• Recruitment of Potential Board Members – Jim Kitchen
o Members were asked to recruit potential members
