MINUTES
Members Present: Jim Kitchen, Mark O’Neal, Paige Zinn, John Anderson, Keith Coleman, Sharon Hill, Anthony Carey
Orange County Staff: Steve Brantley, Mike Ortosky, Amanda Garner, Yvonne Scarlett, Tina Love
Call to Order
The meeting was called to order and the new and current members introduced themselves.
Approval of Minutes
Minutes from the January 31 and March 21, 2017 were approved by consensus
Old Business
• SWOT Analysis: Update on Consultant Selection/Contract
o Yvonne Scarlett updated the Board members on the current status of the
contract/consultant
o Jim Kitchen gave an overview and history of the SWOT Analysis to the new members and
explained the intent
o Discussion of needs/analysis/zoning/considerations
• BOCC Reappointments of Advisory Board Members
o Update on status- will be heard that night at BOCC meeting
• Small Business Loans and Business Grants Current Status and 2017-18 Budget
o Yvonne Scarlett updated the Board on the current loans and grants – The Grant program
funding will remain the same but no new funding will be given to the Loan Program
• Agricultural Grant Current Status and 2017-18 Budget
o Yvonne Scarlett updated the Board on the Ag Grants– the Grant program funding will
remain the same.
o Mike Ortosky advised the funds have all been granted for the year. There will be additional
funds at the new fiscal year, July 1st.
New Business
• Director’s Report
o Fiscal Year 2017-18 Operating Budget & Article 46 Budget
− Steve shared the Manager’s Recommended budget for the Article 46 Funds
− Members discussed meeting with Commissioners for economic development
discussions and direction
− Members asked for more information on Orange Connect
o Perspective projects continue to be active in the County
o Economic Development Summit plans for Fiscal Year 2017-18
