Approved Minutes for September 14, 2005, Meeting
Present ASAB Members: Krist ine Bergstrand; Ross Oglesbee; Jean Taylor; Tracy Carro ll;
James Kramer; Bonnie Norwood; Daniel Textoris; Jean ConneratLevine; Pat Sanford; and
Moses Carey, Jr., Chair, Board of County Co mmissioners and Board Liaison to the Animal
Services Board
Absent ASAB Members: Dr. Edith Wilder, Dr. Robert Schopler, Lisa Smit h.
Others in Attendance: County Manager John Link, Assistant County Manager Gwen Harvey,
Animal Services Director Bob Marotto, Animal Shelter Director Joe Pulcinella, Shelter
Operations Manager Jessica Alliso n, and Administrative Assistant Paula Ragan.
Welcome and Opening Comments by BOCC Chair Moses Carey Jr.; County Manager John
Link; and Assistant County Manager Gwen Harvey.
Introduction of Board Members: Each ASAB Member briefly introduced him or herself.
Agenda Review: The Proposed Agenda for this meeting was reviewed and accepted.
Ad Hoc Election Committee: This committee was created to develop a proposed slate of
candidates for ASAB Chair and Vice Chair as required by the Rules of Procedure Governing
the Organization and Operation of the ORANGE COUNTY ANIMAL SERVICES
ADVISORY BOARD (hereafter ASAB Rules of Procedure). The Committee consists of Jean
ConnerantLevine, Bonnie Norwood, Daniel Textoris, and Ross Oglesbee. Ross agreed to
convene this Co mmittee.
Adoption Appeals Committee: Ross Oglesbee, Robert Schoppler and Edith Wilder were
selected to serve on this committee. Bob Marotto will contact Drs. Schoppler and Wilder to
confirm their participation.

Dangerous Dog Committee: Jean ConnerantLevine, Krist ine Bergstrand and Pat Sanford were
selected to serve on this committee. Bob Marotto will confirm wit h Dr. Schoppler that he is not
interested in participating on this committee rather than the Adoption Appeals Co mmittee.
Standing Committees: There was a discussio n of the responsibilit ies and procedures of the
Adoption Appeals and Dangerous Dog Committees. Available materials pertinent to each
committee will be reviewed and discussed at the next ASAB Meet ing.
2005 ASAB Calendar: Based upon the requirements of the Procedures, and taking into account
known scheduling conflicts and upcoming ho lidays, meetings were scheduled for October 26,
2005, and November 16 th , 2005. At the latter meeting, a 2006 meet ing calendar will be set as
required by the Operating Procedures.
Select Department Updates: Bob Marotto discussed these updates on the basis of his
memorandum dated September 14 th , 2005, regarding these updates. Joe Pulcinella provided a
detailed update on Animal Services coordination with Orange Count y Emergency Management
to provide assistance to pets belonging to victims of Hurricane Katrina.
General Discussion: At the end of the meet ing several items were discussed by those present.
These included whether oral rabies vaccine bait ing was being done in specific locales; whether
microchips were being offered at County lowcost rabies vaccination clinics; and efforts to
educate pet owners about the benefits of spaying and neutering their pet at County rabies clinics.
Meeting Adjourned about 9:15 p.m.
Next ASAB Meeting: Wednesday October 26, 2005, at 7:30 p.m. in the A/B room at Southern
Human Services Center.
