Approved Minutes for October 26, 2005, Meeting
Present ASAB Members: Kristine Bergstrand; Ross Oglesbee; Tracy Carroll; Bonnie Norwood;
Daniel Textoris; Dr. Robert Schopler, Lisa Smith. Jean ConneratLevine; Pat Sanford; and Moses
Carey, Jr., Chair, Board of County Commissioners and Board Liaison to the Animal Services
Board
Absent ASAB Members: James Kramer and Jean Taylor
Others in Attendance: Assistant County Attorney Sean Borhanian, Animal Services Director
Bob Marotto, Animal Shelter Director Joe Pulcinella, and Administrative Assistant Paula Ragan.
Welcome and Opening Comments Animal Services Director Bob Marotto
Agenda Review and adoption of meeting agenda. It was moved and seconded that the agenda
dated October 26 th , 2005, be accepted and all were in favor of the motion.
Minutes for September 14 th , 2005, ASAB Meeting. It was moved and seconded that the draft
minutes for this ASAB meeting be accepted and all were in favor of the motion.
Unfinished Business One item of old business was an ASAB vacancy. It was reported that
Edith Wilder, DVM, had resigned from the Health Board as its Veterinarian and therefore is no
longer a member of ASAB; and that the vacated ASAB position will be filled when Dr.Wilder is
replaced as the Veterinarian on the Health Board.
A discussion ensued about how to ensure that there were three core members of the Adoption
Appeals Committee given the ASAB vacancy. It was moved and seconded that Bonnie Norwood
serve as the third member of this standing committee. All were in favor of this motion.
Another item of old business was switching the Committee roles of Drs. Schoppler and Bergtrand
at their request so that the former serves on the Dangerous Dog Committee and the latter serves
on the Adoption Committee. It was moved and seconded that this change be made. All were in
favor of this motion
Given the preceding actions, the finalized standing committees are as follows:
Adoption Appeals Committee: Dr. Bergstand and Bonnie Norwood, Ross Oglesbee.
Dangerous Dog Committee: Jean H.ConneratLevine, Pat Stanford, Dr. Schoppler.
There was further discussion of how to ensure that ASAB members were available for a
particular appeal hearing conducted by one of the standing committees. It was moved and
seconded that there be a committee leader who would seek an ASAB member to “fill in” in the
absence of a regular committee member. Initially the leader would seek someone from the other
standing committee, and failing that,s/he would seek another ASAB member. All were in favor of
this motion.

New Business
Ad Hoc Nominations Committee As the convener of the Nominations Committee, Ross Ogelsbee
presented nominees for the positions of ASAB Chair and Vice Chair—namely, Tracy Carroll as
Chair and Kristine Bergstand as Vice Chair. It was moved and seconded that Ms. Carrol and
Dr. Bergstrand be elected to their respective positions for the remainder of 2005 and all of 2006
and all were in favor of the motion. In this regard, it was noted that Ms. Carrol’s ASAB regular
membership term ended in 2006; however, it was agreed that her reappointment could and
should be sought and that therefore she would be able to serve as Chair for the duration of 2006.
Procedures for Dangerous Dog Appeals Committee The ASAB discussed the presented
procedure for dangerous dog appeals and this discussion involved Assistant County Attorney
Sean Borhanian. Numerous substantive legal issues were discussed, e.g., the difference between
the County’s ordinances and North Carolina General Statutes and declaration criteria and
requirements. But there was agreement on the merits of the presented procedure and that it
should be used for an upcoming appeal of a dangerous dog declaration.
Procedures for Adoption Appeals CommitteeAn inconclusive discussion was held of the
adoption procedure and guideline. It was moved and seconded that the Adoption Committee plus
Animal Services Director Bob Marotto and Animal Shelter Director Joe Pulcinella meet to
discuss the procedure and guidelines with the intention of making a report to the ASAB at an
upcoming meeting.. All were in favor of this motion.
Review of Draft Organization Chart for Animal Services Department This agenda item was
tabled for the ASAB’s November meeting.
Review Select Department Updates: Bob Marotto, Director Animal Services Department,
presented select departmental updates.
Meeting Adjourned about 9:15 p.m.
Next ASAB Meeting: Wednesday November 16, 2005, at 7:30 p.m. in the Conference Room at
the Orange County Government Services Center.
