Present ASAB Members: Daniel Textoris, Lisa Smith, Ross Oglesbee, DeWana Anderson, DVM,  Moses Carey, Jr., Pat Sanford, Jean Connerat­Levine, James Kramer, Susan Elmore, DVM,  Bonnie Norwood, Caroline Green and Kristine Bergstrand, DVM.  Absent ASAB Members: Tracy Carroll, Chair, ASAB..  Others in Attendance: Bob Marotto, Animal Services Director; Joe Pulcinella, Animal Shelter  Director; Irene Paul, Animal Control Manager; and Paula Ragan, Administrative Assistant.  Public Speakers in Attendance­None  Welcome and Opening Comments­ Kristine Bergstrand, DVM, Vice­Chair, ASAB.  Meeting Agenda:  Motion was made by Ross Oglesbee and seconded by Moses Carey, Jr. to  approve the Proposed Agenda dated September 20, 2006. VOTE: Unanimous.  Approval of Meeting Minutes: Motion was made by Moses Carey, Jr. and seconded by Ross  Oglesbee to approve the minutes dated August 16, 2006, with the addition of the names of  members of the public who had signed up to speak. VOTE: Unanimous.  General Public Comments­ None.  Unfinished Business—  Tethering Committee Update: Bob Marotto gave an overview of the first meeting held by the  members of the committee on September 6 th , 2006, and provided a draft summary of what  occurred at the meeting.  During the meeting there was a discussion of the charge of the  committee and how to expand the committee from its current two members to seven members,  what the definitions of the other five positions should be, and how to go about soliciting for  applicants to fill these positions.  It was learned after speaking with the County Clerk’s office that  committee creation was the responsibility of the Board of County Commissioners (BOCC).    A  motion was made by Ross Oglesbee and seconded by Pat Sanford to request that the Board of  County Commissioners create, or alternatively give the Animal Services Advisory Board  authority to create, a committee including a cross section of the community to investigate,  analyze and facilitate resolution of the tethering issue; and that that committee have seven  members and consist of two Animal Services Advisory Board, a representative from Law  Enforcement, an Animal Behavior expert, an Animal health expert, an advocate for limiting or  prohibiting tethering, and an advocate of retaining the County’s current tethering regulation.  VOTE: Unanimous  Animal Shelter Foster Program Review: Ross Oglesbee and Joe Pulcinella discussed  and reviewed with the ASAB members all questions, comments and concerns with regard  to the revised working documents presented at the meeting.   Motion was made by Pat ASAB Approved Minutes—  September 20 th , 2006 Meeting  Page 2  Sanford and seconded by Bonnie Norwood to accept the final review of documents with  the changes that have been indicated and by consent approved in the course of the  discussion by ASAB members hereby finalize the document; and that have the Foster Committee  will be responsible for approving the final version and ensure that captures all the changes  identified in the discussion. VOTE: Unanimous  Creation of Ad Hoc Foster Committee: Motion was made by Jim Kramer and seconded by Jean  Connerat­Levine to have the Foster Committee— consisting of Daniel Textoris, Lisa Smith and  Tracy Carroll­­work with staff to oversee the foster program over the next six months to evaluate  the program and report to the ASAB on its operation. VOTE: Unanimous  New Business:  Ongoing Animal Shelter Program Review: Bob Marotto discussed the original idea, which was  to identify the number of different programs needing review and assessment through the ASAB.  As originally identified, these included not only the foster program but rescue groups,  Spay/Neuter Outreach, and Temperament Evaluation; and subsequently, adoptions had been  added to the set of programs to be reviewed . Now that the first stage of review for the Foster  Program has been completed it was suggested that the committee continues in that process by  initiating review of another program.  A motion was made by Kristine Bergstrand and seconded by Ross Oglesbee to create a committee  consisting of three members with a charge of working with staff to do an evaluation of adoptions  and rescue groups and other animal transfers. VOTE:Unanimous.  Vice­Chair Kristine  Bergstrand appointed ASAB members Caroline Green, Jim Kramer and Dewana Anderson for  this committee.  Adoption Appeals Committee: No Updates, no appeals.  Dangerous Dog Appeals Committee: Jean Connerat­Levine reported that one hearing had been  scheduled but cancelled the morning of the hearing because the appellant had withdrawn her  hearing request.  County Vaccination Clinic: Bob Marotto presented to the ASAB members a request made by  the three veterinarians that hold many of the low cost vaccine clinics for the Animal Services  Department. They wanted to know if it would be possible to request an increase of the current  $5.00 fee that is charged at these clinics. The veterinarians are trying to cover their cost and  other counties, such as Durham are charging more than $5.00 per vaccine.  The process to  change these fees would involve a recommendation to the BOCC.  After a discussion with the ASAB members it was decided that an inquiry would be made to the  County Attorney, Geoff Gledhill, regarding the legal requirements for changing the fee charged  at County vaccination clinics.  It was also decided that Mr. Marotto would speak further with the  three veterinarians to see what amount would be required in order for them to continue providing  their services at these low cost vaccine clinics.  One idea that emerged in the discussion was to  keep the fee at $5.00 but to offer the participating veterinarians an additional sum to offset their ASABApproved Minutes  September 20th, 2006­Meeting  Page 3  expenses and thereby ensure that the clinics were attractive as well as affordable.   Once all the  information is gathered it will be brought back to the board for further discussion.  Outstanding Action Items: Bob Marotto and Ross Oglesbee will meet to discuss creating a  process for the expression of citizen concerns and complaints.  Bob also indicated that the  website on the Animal Services web page could be used to provide information about ASAB  meetings and the opportunity for the public to speak at the ASAB meetings.  He also gave an  overview of other items pending and he will compile a list and distribute at a later meeting.  One board member brought up a concern he had about a show he seen aired on a local television  station that shows videotapes of the animals at the animal shelter.  He feels that it does not show  the animals in it’s best light and if this is an attempt to get animals adopted that it should be done  in a better quality. Bob Marotto asked Joe Pulcinella to provide information regarding these  videotapes so that it can be reviewed to see how it is being organized, supervised and who is  videotaping the shows and thereby allow an overall assessment.  Review of Select Department Updates: Bob  Marotto presented select department updates based  upon an September 13 th , 2006, memorandum summarizing recent activities and accomplishments  in the Animal Control and Animal Shelter Divisions of the Animal Services Department.  Motion was made by Dewana Anderson and seconded by Kristine Bergstrand to adjourn meeting
