HomeMy WebLinkAboutASAB minutes 101806Animal Services Advisory Board (ASAB)  Approved Minutes for October 18, 2006, Meeting  Present ASAB Members: Lisa Smith, James Kramer, Kristine Bergstrand, Ross Oglesbee,  DeWana Anderson, Pat Sanford, Susan Elmore and Caroline Green.  Absent ASAB Members: Daniel Textoris, Tracy Carroll, Moses Carey, Bonnie Norwood Jr.,  and Jean Connerat­Levine  Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Director Joe  Pulcinella, Animal Control Manager Irene Paul, and Administrative Assistant Paula Ragan.  Public Members Present­ Kindra Mammone of CLAWS , Inc  Welcome and Opening Comments­ Vice­Chair of the ASAB Committee, Kristine Bergstrand  Motion was made by Ross Oglesbee and seconded byLisa Smith to approve the Proposed Agenda  as amended dated October 18, 2006. VOTE: Unanimous  Motion was made by Ross Oglesbee and seconded by Pat Sanford to approve the minutes dated  September 20, 2006. VOTE: Unanimous  Unfinished Business­  Public Comments­Presentation given by Kindra Mammone of CLAWS , Inc. proposing an  amendment to the Orange County Ordinance,  Keeping of Wild Animals Dangerous to Persons  and Property. The board received the information and it was decided that the staff would review  and evaluate the materials and come back to the board to determine how to proceed.  Tethering Committee­Bob Marotto reported that there are currently two applications on file, no  appointments by the Board of County Commissioners have been made at this time. It was  determined that once we are close to having a complete committee, a quorum, up to six, the board  would revisit/re­access and decide at what point to start to convene the committee.  New Animal Services Facility­Bob Marotto reported that a recommendation goes to the next  Board of County Commissioners for the selection of the architectural and engineering team that  will provide services for the facility. The board will then act on that recommendation. Bob  Marotto has an initial individual meeting with the local architect to talk about some design  considerations and site visits to other shelters are scheduled.  Information, profiles of  comparable facilities will be brought back to share with the design committee. If we adhere to the  timetable will commence in November.  Design Committee­Bob Marotto gave an update, some appointments have been made, we are still  waiting on staff appointments but things are moving along quickly. ASAB Approved Minutes—  October 18th, 2006, Meeting  Page 2  Foster Program Review­ Joe Pulcinella gave an overview of foster activity for the month of  September 2006. This information will be provided on a monthly basis for a six­month period.  Bob Marotto also reported that orientations and trainings are being held with shelter staff. Final  revisions for Foster Committee will be completed by next meeting.  Animal Transfer Adoption Committee­Joe Pulcinella gave overview of six­month summary.  First meeting will be held on November 20, 2006. It was discussed and decided by the ASAB  committee that enhancements and improvements be identified.  To work on policy and procedures  for the committee and how to increase visibility of shelter as a public institution in the  community. Come up with ways to increase overall adoption rate. Identify criteria and  agreements pre­existing with Foster Groups. Committee will bring back to board for further  review and discussion.  Citizen Concern Process­ Bob Marotto gave an overview of working documents which would add  a page to the current Animal Services website. The added page(s) would provide information to  the public regarding ASAB agendas, calendars, public meetings, ASAB member list, standing  committees and charge of the committees. In addition to those added pages to the website, Ross  Oglesbee gave an overview of working documents she developed, to also be on a sub­page for  communications purposes. The public would have the opportunity to complete incident/concern  forms, which would be tracked and would receive a response from a designated Animal Services  staff member.  The purpose of this is to improve and enhance relations with the public, staff and  board.  New Business­  Standing Committee Structure Review­ Motion was made by Ross Oglesbee and seconded by  Kristine Bergstrand to create a nominating committee consisting of Ross Oglesbee, Daniel  Textoris and Jean Connerat­Levineto bring a slate of proposed officers back to the November  Animal Services Advisory Board meeting.VOTE: Unanimous  Other Items­ Caroline Green requested a consideration of legislative or laws at the local level,  essentially to encourage citizens whose animals that are not spay or nuetered and are picked up  by Animal Control Officers, be required to have their animals spay or neutered when they are  reclaimed. She feels this is a preventative aspect, which will help to decrease the pet population.  Caroline has agreed to gather information from other counties to see what the choice policy may  be, so that we can identify choice options prior to going to the BOCC with suggestions or  recommendations. ASAB Approved Minutes—  October 18th, 2006, Meeting  Page 3  Review of Select Department Updates: Robert Marotto, Director, Animal Services  Department, gave verbally the select department updates. A discussion and suggestion  was made to place bait out in Orange County as a means to help reduce the number of  positive rabies cases. Animal Control will look at other counties that are using this  method and research the cost, effects and what are involved with using bait. At a local  level this will involve discussions with the health board and animal services. Information  gathered will be given at a future board meeting.  Motion was made by Pat Sanford and seconded by Caroline Green to adjourn meeting at 8:30  p.m. Vote:  Unanimous.  Next ASAB Meeting: Wednesday, November 15 th ,2006 at 6:30 p.m. in the Government Services  Center Meeting Room at 200 Cameron St. in Hillsborough.
