HomeMy WebLinkAboutASAB minutes 062106Animal Services Advisory Board (ASAB)  Approved Minutes from June 21st, 2006, Meeting  Present ASAB Members: Tracy Carroll, Daniel Textoris, Lisa Smith, Ross Oglesbee, DeWana  Anderson, Moses Carey, Jr., Pat Sanford and Jean Connerat­Levine.  Absent ASAB Members: James Kramer, Kristine Bergstrand, Susan Elmore and Bonnie  Norwood.  Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Director Joe  Pulcinella, Animal Control Manager Irene Paul and Administrative Assistant Paula Ragan.  Welcome and Opening Comments­ Chair of the ASAB Committee, Tracy Carroll  Meeting Agenda:  Motion was made by Ross Oglesbee and seconded by Jean Connerat­Levine to  approve the Proposed Agenda dated June 21, 2006, with one additional item, namely, an update  on the new Animal Services Facility. VOTE: Unanimous  Approval of Meeting Minutes: Motion was made by Ross Oglesbee and seconded by Moses  Carey to approve the minutes dated May 17, 2006, with the exception of two typographical errors  and one change in phrasing. VOTE: Unanimous  Unfinished Business—  Animal Control Brochure:  Irene Paul, Animal Control Manager, reviewed the draft Animal  Control Division Brochure with revisions suggested by ASAB members at or since the last ASAB  meeting.   Motion was made by Ross Oglesbee and seconded by Jean Connerat­Levine to approve  the brochure with one change to be made. VOTE: Unanimous  Foster Program Review:There was an overwhelmingly positive discussion of the package of  working documents for the foster program run through the Department’s Animal Sheltering  Division.  Some specific editorial changes were suggested in the course of this discussion that  Ross Oglesbee and Joe Pulcinella took under advisement and ASAB members were asked to  provide any others they may have to Ms. Oglesbee or Mr. Pulcinella as soon as possible.   Some  considerations raised by an absent Board member were tabled until that member was preset to  discuss the operation of the foster program.  The Board agreed that additional changes should go back to the committee for discussion and for  the committee to figure out the best way to make those changes in light of the discussion.  The  committee will then get it into final format for it to come back to the board for adoption as soon  as possible. ASAB Approved Minutes—  June 21st, 2006, Meeting  Page 2  New Business—  Animal Services Facility Project: Commissioner Carey and Bob Marotto provided a brief  progress report on this project, which is an item scheduled for discussion at the next meeting of  the Board of County Commissioners (BOCC).  At that meeting, authorization will be requested to  proceed with a request for proposals for architectural and engineering service; and as part of the  same request, authorization will be sought for the creation of a design committee to work with  staff and the architect and engineer in the design process.   Also reviewed was the timetable for  design and construction and factors that might affect that timetable.  ASAB: Susan Elmore, DVM, has been appointed to the Board as replacement for Dr. Schopler.  Also, the Town of Chapel Hill has identified someone to fill the Board vacancy affiliated with that  township and that recommendation is expected to be reviewed at an upcoming BOCC meeting.  Finally, Ross Oglesbee expressed an interest in continuing to serve as an ASAB member, and it  was indicated that this information would be forwarded to the office of the County’s Clerk to see  whether it was still possible to renew her appointment.  (It should be noted that earlier in the  meeting it was discussed that, if necessary, Dan Textoris could stand in for Ms. Oglesbee on the  Adoption Appeals Committee until a decision was reached on her reappointment.)  Review of Select Department Updates: Bob Marotto, Director presented select  departmental updates in a memorandum dated June 20th, 2006.  Motion was made by Ross Oglesbee and seconded by Pat Sanford to adjourn meeting at 8:15  p.m. Vote:  Unanimous.  Next ASAB Meeting: Wednesday, August 16, 2006 at 6:30 p.m. in the Government Services  Center Meeting Room at 200 Cameron St. in Hillsborough.
