Approved Minutes for January 18, 2006, Meeting
Present ASAB Members: Ross Oglesbee, Tracy Carroll, Bonnie Norwood, Daniel
Textoris, Lisa Smith, James Kramer, Dr. Kristine Bergstrand, Jean H. ConneratLevine
and Pat Sanford.
Absent ASAB Members: Jean Taylor, Moses Carey, Jr., Dr. Robert Schopler
Others in Attendance: Bob Marotto, Animal Services Director; Joe Pulcinella, Animal
Shelter Director; Sarah Fallin, Animal Services Program Coordinator; and Paula
Ragan, Animal Services Administrative Assistant.
Welcome and Opening CommentsTracy Carroll, ASAB Chair.
Motion was made by Ross Oglesbee and seconded by Pat Sanford to approve the
Proposed Agenda for January 18, 2006, ASAB meeting. VOTE: Unanimous
Motion was made by Bonnie Norwood and seconded by Lisa Smith to approve the
minutes from the November 16, 2005, ASAB meeting with the correction of a misspelled
name. VOTE: Unanimous
Unfinished Business
Adoption Appeals Committee: Ross Oglesbee provided an overview of the change
process that resulted in the policy and procedure document electronically circulated to
ASAB members. Given that ASAB members requested no further changes it was moved
by Ross Oglesbee and seconded by Daniel Textoris that the document be accepted upon
review by the County Attorney. VOTE: Unanimous
Dangerous Dog Appeal Hearing Update: Bob Marotto and Pat Stanford summarized the
outcome and content of a hearing held since the ASAB last met in November.

New Business
Animal Shelter Program Review: Joe Pulcinella outlined a review process for a number
of programs currently offered through the Animal Sheltering Division. He indicated that
four of these had been identified for program review during the coming year on a
quarterly basis to the extent that is practical. The programs chosen for review are:
Foster, Rescue, Spay/Neuter and Temperament Testing. To obtain input and advice from
ASAB members, it was requested that members be selected to participate in different
program review committees.
A discussion of program review ensued and it was agreed that it decided to consolidate
the review of our foster program and rescue partnerships given their similarities and
affinities. On that basis Chair Tracy Carroll recommended that two ASAB members—
Lisa Smith and Daniel Textoris—work with Bob Marotto, Joe Pulcinella and other
designated staff in the review of those programs to ensure that the working committee
was of suitable size. Pat Sanford moved and Ross Oglesbee seconded that Lisa Smith
and Daniel Textoris work with staff to review the foster program and rescue
partnerships. Vote: Unanimous.
2006 Rabies Vaccinations Clinics in Review Sarah Fallin provided an overview of
Animal Services rabies clinic activities for the coming year. She provided a schedule of
lowcost rabies clinics; identified how outreach and advertising would be done in a
coordinated manner; and discussed outreach to Spanishspeaking members of our
community. In addition, she and Bob Marotto discussed staff efforts to promote spaying
and neutering at the County’s clinics; and to work with Orange County veterinarians to
offer lowcost vaccinations through their clinics in a manner that has been done in
Alamance and other counties.
Miscellaneous: Bob Marotto provided a brief update on the shelter construction project.
He also discussed the status of the ordinance amendments that he is working on with
Sean Borhanian with the Office of the County Attorney, and several other possible
ordinance amendments. A brief discussion ensued and Bob agreed to return to the ASAB
at its next meeting with an initial report on tethering ordinances.
Review of Select Department Updates: Bob Marotto reviewed the select department
updates summarized in the memorandum dated January 18 th , 2005, that he distributed at
the ASAB meeting.
Motion was made by Daniel Textoris and seconded by Ross Oglesbee to adjourn meeting
at 8:30 p.m.
Next ASAB Meeting: Wednesday, February 15, 2006 at 6:30 p.m. in the Government
Services Center Meeting Room at 200 Cameron St. in Hillsborough.
