HomeMy WebLinkAboutASAB minutes 101707Animal Services Advisory Board (ASAB)  Approved Minutes for October 17, 2007 Meeting  Present ASAB Members: Daniel Textoris, Pat Sanford,  Susan Elmore, Jean Connerat Austin, James  Kramer, Caroline Green, Bonnie Norwood, Tracy Carroll and Kristine Bergstrand  Absent ASAB Members: Ross Oglesbee, Moses Carey and Dewana Anderson  Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul,  Animal Shelter Manager Jessica Allison, Administrative Assistant Paula Ragan and Animal Shelter  Program Coordinator Sarah Fallin.  Public Members Present: None  Welcome and Opening Comments—ASAB Chair, Kristine Bergstrand  Motion was made by James Kramer and seconded by Jean Connerat Austin to approve the Agenda dated  October 17, 2007. VOTE: Unanimous  Motion was made by James Kramer and seconded by Jean Connerat Austin to approve the Minutes dated  September 19, 2007. VOTE: Unanimous  General Public Comment—None  Unfinished Business  Pet Overpopulation Committee –Caroline Green reported that a meeting was held on September 11,  2007 and the members came up with a list of items to research and investigate. The committee will be  looking at programs that not only could help end pet over population in Orange County, but to develop  programs that are efficient and cost effective. Other goals include looking at ways other counties, states  and organizations have been successful in curbing pet over population and to help the citizens of Orange  County be more aware and responsive to the problem.  Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of accompanying  documents on the foster program and sheltering activities for the month of September.She also reported  that staff is continuing to prepare the Foster Program Report for the upcoming board meeting in January.  Adoption/Placement Committee Progress Report—Jessica Allison reported that the committee met on  September 28, 2007 and several issues were identified and some required additional input from the  County Attorney. At this time they are in the process of revising the document giving the feedback from  select rescue organizations. Once the revisions are made the document will be sent back out to the  representatives of these rescue groups for further review and feedback. The committee is considering  offering micro chipping at no cost to the Partner Placement Groups. The one outstanding issue being  reviewed and discussed at this time with Orange County’s Risk Management Group is whether or not  each rescue group should be required to have their own liability insurance for any damages that may  occur after the animals have been transferred from the shelter to the rescue groups. Approved ASAB Minutes  October 17, 2007  Page 2  Animal Identification­Irene Paul gave an overview of the Animal Identification Plan Final Report. It was  decided that it would be best for the shelter to continue using the rabies tag as our licensing tag and  implement the new plan effective January 1, 2008.  Instead of ordering from the state we will be ordering  from the private sector so that we can have our identifying and contact information added to the tags.  Motion was made by Pat Sanford and seconded by Jean Connerat Austin to approve the Animal  Identification Plan dated October 10, 2007. VOTE: Unanimous  New Business­  2008 Officer Nominations­ Tracy Carroll, Caroline Green and Daniel Textoris, members of the  Nominations Committee reported that the nominees for 2008 are Ross Oglessbee for Chair and Susan  Elmore for Vice­Chair. The vote will occur at the November 21 st , 2007 ASAB meeting.  2008 ASAB Meeting Calendar­Paula Ragan discussed the Proposed Draft Calendar for 2008 meetings.  The board meetings will be held on the third Wednesday of every month, January­November from 6:30  p.m.– 8:00 p.m.. There were no conflicts with the BOCC calendar, Paula will check the availability of  conference rooms and try to rotate meeting locations between Hillsborough and Chapel Hill. Once that  has been done she will finalize the calendar and resubmit to all members at next ASAB meeting. Motion  was made by Pat Sanford and seconded by Jean Connerat Austin to approve the calendar. VOTE:  Unanimous  Animal Services Program­Bob Marotto introduced Volunteer Program Coordinator Sarah Fallin, who  gave an overview and progress of the current activities and programs that she has responsibility for. One  is the Volunteer Program Area, which involves a recruiting process, orientation, interviews and training.  In the first quarter of this year there was an average of 72 volunteers working at the shelter for a total of  410 hours in the month. The volunteers help with dog walks, animal socializing, outreach events, cleaning  kennels and feeding animals. Other areas that the volunteers help with are special events such as the dog  swim that took place this month at Meadowmont in Chapel Hill. Upcoming special events include  Governs Village Event, Chapel Hill Animal Club adopts the shelter for a month, and Shelter Appreciation  Week November 4­10, 2007. In the last quarter there were 10 outreach programs and 3 special events.  Sarah also reported that she pairs up with Animal Control to do educational presentations, this would  include groups such as the Chapel Hill­ Carrboro City Schools and Orange County Schools, Home  Schools, Summer Camp, Girl Scouts, Boy Scouts, Church Groups, etc.. These events help to educate the  youth about such things as spay/neuter, responsibility, kindness and care to pets. A few upcoming events  will be the Hillsborough and Chapel Hill Holiday Parades and pictures with Santa at Pet Smart.  Select Updates­ Bob Marotto announced that Orange County reported it’s 17 th confirmed rabies case in  the Mebane area that involved a raccoon and altercation with dogs that were current on their vaccines.  There are 3 more rabies clinics for this year. There is a slight decline of reported cases, from 27 last year  to 17 this year.  He announced that the Proposed Tethering Report will be reviewed by the BOCC in the upcoming work  sessions in November and invites the ASAB members to attend. Approved ASAB Minutes  October 17th, 2007  Page 3  There have been discussions about the concerns regarding the drought this season and the supply of hay  for horses and larger animals in the area. Bob Marotto, Jess Allison and Irene Paul will be meeting with  Karen McAdams with the Agriculture Extension to discuss how we can prepare ourselves for the  possibility of housing and feeding seized animals and how to educate and inform people so they will be  prepared and know what options are available.  Bob Marotto has asked the County Manager’s Office to relay the Task Force Report on Exotic Animals to  the BOCC as an informational item on their upcoming Agenda.  Animal Services is working with Casey Ferrell about posting the Rabies Watch Map in the News of  Orange and he has indicated that he would like to do a Pet of The Week from the shelter and the APS of  Orange County.  A citizen in Carrboro who has concerns regarding feral cats in the community contacted Mr. Marotto.  More specifically, the citizen had questions regarding regulations and procedures for holding cats with  clipped ears. The ordinance reads that we must hold the cats for a minimum of 3 days. After some  discussion and review it was decided that the shelter would hold the feral cats with clipped ears for 5  days instead of 3.  Motion was made by James Kramer and seconded by Jean Connerat to adjourn the meeting at 8:00 p.m.  VOTE: Unanimous.  Next ASAB Meeting: Wednesday, November 21, 2007, at 6:30 p.m. in the Government Services Center  Conference Room,200 S. Cameron Street, Hillsborough, NC.
