HomeMy WebLinkAboutASAB minutes 112807Approved Animal Services Advisory Board (ASAB)  Minutes for November 28, 2007, Meeting  Present ASAB Members: Daniel Textoris, Pat Sanford,  Susan Elmore, Jean Austin, James Kramer,  Bonnie Norwood, Dewana Anderson, Tracy Carroll, Rachel Beckham and Suzanne Roy  Absent ASAB Members: Moses Carey and Kristine Bergstrand  Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul,  Animal Shelter Manager Jessica Allison and Administrative Assistant Paula Ragan.  Public Members Present: Ms. Caroline Green and Mr.David Sykes  Welcome and Opening Comments—ASAB Vice Chair, Ross Oglesbee, called the meeting to order.  Ms. Oglesbee recognized, acknowledged and thanked Ms. Caroline Green for her services on the ASAB.  New members Suzanne Roy and Rachel Beckham were welcomed and introduced themselves  Motion was made by James Kramer and seconded by Jean Austin to approve the Agenda dated November  28, 2007 with one change, to move item 7b to item 2 and to add Fines and Fees to item 6.VOTE:  Unanimous.  Motion was made by Jean Austin and seconded by James Kramer to approve the minutes dated October  17, 2007 with typographical errors corrected.VOTE: Unanimous  General Public Comment—Mr. David Sykes submitted a request that the Public Nuisance section of the  animal ordinance be amended to include the crowing of roosters, and described the circumstances that  led him to make this request.   He resides in a residential neighborhood in the western part of the county,  and his next­door neighbor has a number of roosters that are very loud and greatly disturb the peace.  Irene Phipps, Animal Control Manager gave some background on conversations she has had with the  County Attorney regarding this situation. The County Attorney said that an amendment would have to be  made to the current ordinance, as there was no other applicable ordinance that could be enforced in Mr.  Syke’s circumstances.  Motion was made by Pat Sanford and seconded by Tracy Carroll for the Animal Control Staff to  research and go forward with the County Attorney to bring something back to the board with a proposal  of how to amend the current ordinance. VOTE: Unanimous  ASAB Housekeeping—Paula Ragan circulated the most recent copy of the ASAB member contact  information list provided by the County Clerk’s office and asked that each member review his or her  contact information and write in any changes that need to be made.  Ms. Ragan will submit requests for  changes to the Clerk’s office for revisions and a new member list will be distributed at the January 2008  meeting.  The 2008 ASAB Meeting Calendars were distributed to each member of the board and the meetings will  be on the regular schedule on every third Wednesday of the month.  There will be no meeting in  December. Approved ASAB Minutes  November 28, 2007  Page 2  Old Business­  Fine Adjustment Update—The proposal to increase Fines and Fees, presented at the November 15 th  Board of County Commissioners meeting, was accepted by a vote of 4 to 1.  Because the vote was not  unanimous, it will be necessary to return to the BOCC for a second reading on December 3, 2007.  There  was a discussion of the concerns that led to a vote that was not unanimous and how to best prepare for  the upcoming second hearing.  Tethering Ordinance Update— Jean Austin reported that generally there was a positive response from  the County Commissioners when they discussed the report of the Tethering Committee at one of their  recent Work Sessions.  It was reported that Commissioners requested (1) a frequently asked questions  sheet and also that (2) the report abstract be used to bring the matter to the attention of residents when  the ordinance amendment was heard.  A meeting is scheduled between staff and the County Attorney to  discuss the amendment that will be drafted and it is to be presented to the ASAB in January or February  before being presented to the County Manager.  Pet Overpopulation Committee— Pat Sanford reported that a meeting was held on November 1, 2007,  and the committee members are currently reviewing what other communities are doing, among other  things.  She also reported that there will be another meeting held tomorrow night and that some people  from feral cat rescue groups are expected to attend to speak about the o going problem of feral cats in  Orange County.  Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of accompanying  documents on the foster program and sheltering activities for the month of October.  She also reported  that staff is continuing to prepare the Foster Program Report and the target date for that has been moved  to February.  It was decided to reconvene the Foster Committee to participate in that review and Daniel  Textoris, Tracy Carroll and Rachel Beckham all agreed to participate as members of that Committee.  Adoption/Placement Committee Progress Report—Jessica Allison reported that the County Attorney has  reviewed the revised document and there were a couple of areas identified that require more feedback  from select rescue organizations. Once that additional information has been gathered, the working  documents will again be reviewed by the County Attorney and then be presented to the ASAB.  New Business­  2008 Officer Elections­ A written ballot was taken and the vote was unanimous: Ross Oglesbee was  elected as Chair and Susan Elmore as Vice­Chair.  Hillsville Puppy Mill Dogs—Jessica Allison reported that in mid­November hundreds of dogs and  puppies were rescued from a puppy mill in Carroll County, Virginia, through a coordinated national  effort.  Only one of the twenty­five animals rescued from the puppy mill by the Animal Services  Department remains at the Orange County’s Animal Shelter.   Some of the animals rescued are being  housed with placement partners but most have been adopted. Approved ASAB Minutes  November 28th, 2007  Page 3  Select Updates—Bob Marotto reported that Andrew Brinkley was selected as the new Animal Shelter  Assistant Manage.  Mr. Brinkley most recently had been an Animal Control Officer and previously  worked at the County’s Shelter.   He also provided an update on the County’s new Animal Services  facility and the timetable for final approval, construction and completion.  He noted that recent cost  estimates are higher than earlier ones, with the result that iterative value engineering is being done; and  that outside experts as well as staff have been involved in the design process in various ways.  Finally,  Mr. Marotto reported that an agreement for animal control services between the County and the Town of  Hillsborough was on the December 3, 2007, BOCC meeting agenda.  Motion was made by Jean Austin and seconded by Tracy Carroll to adjourn the meeting at 8:00 p.m.  VOTE: Unanimous.  Next ASAB Meeting: Wednesday, January 16, 2008, at 6:30 p.m. in the Southern Human Services  Center Conference Room, 2501 Homestead Road, Chapel Hill.
