Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford,  Bonnie Norwood, Susan Elmore, DeWana Anderson, Jean Connerat Austin and Moses Carey.  Absent ASAB Members: James Kramer, Tracy Carroll and Caroline Green  Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations  Manager Jessica Allison, Animal Control Manager Irene Paul and Administrative Assistant  Paula Ragan.  Public Members Present: None  Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand  Motion was made by Ross Oglesbee and seconded by Pat Sanford to approve the Agenda dated  June 20, 2007 as amended with three changes:  under New Business add two items, 1­  Reappointments, 2­Convey appreciation to members of the ASAB for Volunteer Appreciation  Week, and add  3­Proposed amendment of Dangerous Dogs. VOTE: Unanimous  Motion was made by Ross Oglesbee and seconded by Daniel Textoris to approve the Minutes  dated March 21, 2007 with one correction in paragraph 2 under the Tethering Committee  section. VOTE: Unanimous  General Public Comment—None  Unfinished Business­­  Pet Tax Amnesty—Bob Marotto reported that after the ASAB’s prior  discussion and discussion  with staff there remained concerns including  equity ( people who pay versus people who don’t  pay), which could result in ill­will within the community and logistical difficulties in  issuing  registration notices. ASAB discussion led to agreement that there should not be an amnesty  program and also that there should be no fine associated with people paying pet tax. Instead, it  was suggested that the staff and the ASAB look at other ways to approach the community in a  positive way to bring people in to the system. Some of the ways suggested were to work with  people on an individual basis, voluntarily compliance, make registration forms more user  friendly, place ads in various papers.  Tethering Committee­­ Kristine Bergstrand reported that there were two meetings held in April  and one in May. Summaries from these meetings were provided to each member.  During these  meetings public comment periods were received from citizens who shared their views and  opinions on tethering issues.The committee is preparing a proposal to bring back to the Animal  Services Advisory Board meeting for review and discussion  as the next step in this policy  process.  In summarizing the work of the Tethering Committee, it was noted that a phased ASAB Approved Meeting Minutes—  June 20th, 2007  Page 2  approach may be desirable and also that there may need to be some exceptions to any general  restrictions.  Keeping of Wild Animals Ordinance Task Force—Ross Oglesbee gave an update and she  reported that Ms. Kindra Mammone had asked that her proposal for an ordinance change be  withdrawn.  She reported further that there will be one more Task Force meeting held in July and  that a draft report summarizing the work of  the Task Force would then be prepared and brought  back to the ASAB for discussion.  Animal Placement and Fostering Updates—Jessica Allison reviewed handouts of the foster  program summary statistics and monthly statistics for April and May.  She reported that at the  last meeting of the Adoption Committee the following issues were discussed;  identifying behavior  and /safety issues before animals are placed for adoption and  categorizing reasons for  euthanasia in categories that identify severity allows for more meaningful statistics. The ASAB  committee suggested a few small changes be made to the Status Report but overall the committee  is very pleased with the new format and all the progress that has been made. Jessica also  reported that Jim Kramer and Caroline Green continue to work on the “Placement Partners  Draft” and will have it ready to present at an upcoming  ASAB meeting.  New Animal Services Facility­­Bob Marotto gave an update on the progress of the new shelter.  The architects are approaching completion of the final floor and site plan. They are exiting the  schematic stage and entering the design phase.  The Board of County Commissioners approved  the concept for the new facility and the project received a positive response at the public hearing  regarding a special use permit held on June 18,2007 with the Chapel Hill Town Council  regarding the Special Use Permit and the response was very positive and supportive.  New Business­  Spring Reappointments of Board Members—Paula Ragan reported that the Board of County  Commissioners reappointed  Bonnie Norwood, Pat Sanford, Kristine Bergstrand and DeWana  Anderson to the Animal Services Advisory Board for a 3 year term at their May 15, 2007meeting.  Each of their terms will expire June 30 th ,  2010.  Volunteer Recognition – Paula Ragan reviewed an Orange County Board of  Commissioners Resolution for Volunteer Recognition in Orange County.  Each board  member was recognized and thanked for all of their hard work, dedication, commitment  and the time that they volunteer to the Animal Services Advisory Board and presented  with a portfolio from the County Clerk’s Office.  Dangerous Dog Proposed Amendment­Irene Paul, Animal Control Manger distributed  a copy of Senate Bill 92 (Dangerous Dogs/Financial Responsibility) adopted on May 8,  2007, and it was reported that it has been withdrawn and may be revisited and rewritten  at a later date. ASAB Approved Meeting Minutes—  June 20th, 2007  Page 3  Animal Services FY 2007/2008 Budget—Bob Marotto gave an update of the budget  process and the expectation that we have a continuation budget. As a result, there will be  challenges in the area of staffing that will need to be addressed early in the coming fiscal  year.   He also reported that the recommended increases for fees and fines appeared to  be received positively by the BOCC, but that there was a concern with whether the fine  for failing to license a pet was too high.   Finally, he reported that the proposal for a  Community Spay/Neuter Fund also appeared to be well received..  Motion was made by Ross Oglesbee and seconded by DeWana Anderson to adjourn the meeting  at 8:40 p.m. VOTE: Unanimous.  Next ASAB Meeting: Wednesday, July 18th, 2007 at 6:30 p.m. in the Conference Room,  Southern Human Services 2501 Homestead Road, Chapel Hill.
