HomeMy WebLinkAboutASAB minutes 071807Approved Animal Services Advisory Board (ASAB)  Minutes for July 18th, 2007 Meeting  Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford,  Bonnie Norwood, Susan Elmore, Jean Connerat Austin, Tracy Carroll, James Kramer, Carolina  Green and Moses Carey.  Absent ASAB Members: DeWana Anderson  Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations  Manager Jessica Allison and Administrative Assistant Paula Ragan.  Public Members Present: None  Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand  Motion was made by Bonnie Norwood and seconded by Ross Oglesbee to approve the Agenda  dated July 18, 200,  as amended with two change:  (1) Schedule of Activities for review Under  Informal Discussion and (2) Rabies. VOTE: Unanimous  Motion was made by Jean Connerat Austin and seconded by Ross Oglesbee to approve the  Minutes dated June 20, 200, with one correction to the spelling of Moses Carey’s name in section  listing ASAB members present at that meeting. VOTE: Unanimous  General Public Comment—None  Unfinished Business­­  Shelter Animal Identification—Pat Sanford said that Friends of Orange County Shelters would  like to purchase identification tags for both cats and dogs. A discussion was held and it was  decided that staff would return to the ASAB with recommendations as soon as possible on the  basis of their review of past and present practices and consideration of the registration process  for pets and its legal requirements.  A related discussion ensued about the possibility of offering microchipping  animals besides the  ones  adopted from the County’s Animal Shelter—for instance, via  community outreach effort  and/or the low­cost rabies vaccination clinics  There was agreement that this possibility would be  further explored. .  Tethering Committee­ Kristine Bergstrand reported that the group met last week and have  settled on a report and recommendation and it was decided that the easiest way to present the  report to the ASAB members is to send out the document and then have a presentation at the next  meeting and include the Tethering Committee members in the ASAB discussion of their final  report regarding the practice of tethering in Orange County. .  . Approved ASAB Minutes—  July 18th, 2007  Page 2  Unfinished Business (cont’d)—  Keeping of Wild Animals Ordinance Task Force—Ross Oglesbee gave an update.  She  indicated that she is still working on a report about the work of the Committee.  She also  indicated that the Task Force will have one more meeting before presenting the report to the  ASAB.  Animal Placement and Fostering Updates—Jessica Allison gave a brief summary of  accompanying documents on the foster program and sheltering activities for the month of June.  She also reported that a meeting of the ASAB Adoption/Placement Subcommittee is scheduled for  this month and items on the agenda include a draft document concerning placement partners, off­  site adoptions, and the new monthly report format.  With regard to adoptions, Bob Marotto reported that Animal Services continues to work to  increase outreach by using posters, pet of the week photos, and other opportunities to represent  out adoptable animals on the internet.  Generally, staff is taking advantage of these types of  opportunities to raise the profile of the shelter in the community in ways to bring people to shelter  for adoptions.  There is also discussion underway about Channel 265 including the possibility of  an Animal Services segment in the future.  Fines and Fees—The Board Of County Commissioners did approve the increase of the  registration fee for intact dogs and cats from $10 to $30 for fiscal year 2007­2008, with the  understanding that the $20 different will be committed to a community  spay/neuter fund.   It was  assumed when we went through the budget process that the change would have some affect on the  present registration fees for Carrboro and Town of Chapel Hill.  Since then we have learned that  there needs to be a specific action taken by Town of Carrboro and Town of Chapel Hill to adjust  their own fees.  Staff will continue to communicate and coordinate with the officials of the two  townships to encourage them to review their registration fees and structures in light of the  changes the County has made and the rational we used for making them—namely, reducing the  number of dogs that are intact and reproducing. Motion was made by Ross Oglesbee and  seconded by Jean Connerat Austin to go ahead with the increase from $10 to $30 that was  approved by the Board of County Commissioners.VOTE: Unanimous.  The BOCC did not adopt fine increases for violations of select animal ordinances as part  of the budget process.  Rather,  the BOCC asked that staff return to it with a public  relations plan that would make people aware of those fine increase  in advance of their  implementation and provide justification for the increases. The objective is to  immediately put together a work team to develop elements of the plan and return to the  ASAB at August meeting for review and  feedback so that the recommended fine increases  can again be presented to the BOCC as soon as possible.  New Business­  Project and Activity Schedule—Bob Marotto presented the ASAB with a draft schedule  of the various Animal Services activities and projects that are currently underway for  calendar years 2007 and 2008.   This is a used for a visual planning tool for monitoring Approved ASAB Minutes—  July 18th, 2007, Meeting  Page 3  start dates, projecting completion dates, and ensuring that priorities are set such that the  ASAB and staff do not have too many things going at one time.   It is intended to help the  ASAB in setting and meeting goals, being productive, and ensuring that all of its pursuits  are done well.  On the basis of this discussion a motion was made by Ross Oglesbee and seconded by  Jean Connerat Austin that the Chair of the Animal Services Advisory Board, Kristine  Bergstrand, appoint an ASAB subcommittee to develop the community spay/neuter fund  and more generally develop a comprehensive plan for addressing pet overpopulation in  Orange County.  Kris Bergstrand appointed Caroline Green, Pat Sanford, Ross Oglesbee  and herself to be on this committee.   Bob Marotto indicated that the Committee would be  staffed by one or two staff members. .  Feral Cats­­­­ Bob Marotto, Kris Bergstrand and Ross Oglesbee discussed developing a  program to address feral cats in the County.  They  underscored  that this is a difficult  and significant community problem and that feral cats are the largest group of animals  euthanized at the shelter.  The concern for now is taking on another project at this time  would be spreading the ASAB and staff “too thin” given  all of the other projects that are  currently underway. Based on the Project and Activity Schedule discussed earlier in the  meeting, it was agreed that it would be best to wait until an appropriate time in 2008 to  address the issue of feral cats..  Motion was made by Ross Oglesbee and seconded by Bonnie Norwood to adjourn the meeting at  8:00 p.m. VOTE: Unanimous.
