HomeMy WebLinkAboutASAB minutes 081507Animal Services Advisory Board (ASAB)  Approved Minutes for August 15, 2007 Meeting  Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford,   Susan  Elmore, Jean Connerat Austin, Tracy Carroll, James Kramer, Carolina Green and Dewana Anderson  Absent ASAB Members: Bonnie Norwood and Moses Carey.  Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul and  Administrative Assistants Paula Ragan and Andi Morgan.  Public Members Present: Margie Huggins and Suzanne Roy  Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand  Motion was made by Ross Oglesbee and seconded by Jean Connerat Austin to approve the Agenda dated  August 15, 2007. VOTE: Unanimous  Motion was made by Jean Connerat Austin and seconded by Daniel Textoris to approve the Minutes  dated July 18, 2007. VOTE: Unanimous  General Public Comment—None  Unfinished Business  Rabies Lecture— Dr. Carl Williams Public Health Veterinarian N.C. Dept of Health will be giving an  public lecture on September 4, 2007 regarding rabies in North Carolina.  This is being held during the  week of the Inaugural World Rabies Day.  Public Relations Plan for Proposed Fine Updates­­­ Bob Marotto reminded everyone that the  BOCC did not adopt fine increases for violations of select animal ordinances as part of the  budget process.  Rather, the BOCC asked that staff return to it with a public relations plan that  would make people aware of those fine increases in advance of their implementation and provide  justification for the increases. A staff work group was formed which developed elements of the  plan that was distributed for discussion. Andi  Morgan gave an overview to the committee of the  “Working Document”. A motion was made by Pat Sanford and seconded by James Kramer that the  Animal Services Advisory Board feels this is a very strong document that should be used and  recommended to the BOCC with a few minor modifications that staff agreed to make.. VOTE:  Unanimous  Report and Proposal for Orange County’s Tethering Committee Ordinance Amendment ­­­­The  committee reviewed and discussed the document prepared by the Tethering Committee. Among other  issues, discussion included the public input process of the Tethering Committee, the enforcement of the  recommended ordinance changes, and how the recommended changes related to other state and local  regulations.  A motion was made by Pat Sanford and seconded by Ross Oglesbee that the proposal  formulated by the Tethering Committee be  forwarded to the Board of County Commissioners for Approved ASAB Minutes—  August 15th, 2007  Page 2  consideration with the addition of a specific section of the kenneling spaces/sizes for kennels. Staff will  bring back some recommendations regarding kennel /sizes to the September 19 th , 2007 ASAB meeting for  discussion,  and then those recommendations, if accepted, will be referred to the County Manger for  presentation to the Board of County Commissioners. VOTE: 10 in favor and 1 against  Motion was made by Ross Oglesbee and seconded by Daniel Textoris to adjourn the meeting at 8:00 p.m.  VOTE: Unanimous.  Next ASAB Meeting: Wednesday, September 19th, 2007 at 6:30 p.m. in the Economic Development  Center Conference Room, 110 E. King Street Hillsborough.
