HomeMy WebLinkAboutASAB minutes 041807Animal Services Advisory Board (ASAB)  Approved Minutes for April 18th, 2007 Meeting  Present ASAB Members: Daniel Textoris,Kristine Bergstrand, Ross Oglesbee, Pat Sanford,  Caroline Green, Bonnie Norwood, Susan Elmore, DeWana Anderson and Moses Cary.  Absent ASAB Members: James Kramer, Tracy Carroll and Jean Connerat Austin  Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Operations  Manager Jessica Allison, Animal Control Manager Irene Paul and Administrative Assistant  Paula Ragan.  Public Members Present: None  Welcome and Opening Comments—Chair of the ASAB Committee, Kristine Bergstrand  Motion was made by Ross Oglesbee and seconded by Bonnie Norwood to approve the Agenda  dated April 18, 2007. VOTE: Unanimous  Motion was made by Ross Oglesbee and seconded by Caroline Green to approve the Minutes  dated March 21, 2007.VOTE: Unanimous  General Public Comment—None  Unfinished Business­­  Tethering Committee­­ Kristine Bergstrand reported that at the last meeting Animal Control  Officers and Veterinarians from 3 other counties spoke regarding changes that had been made to  have a more restrictive Tethering Ordinance in their counties. They discussed how it came to be,  how it is enforced, how the public received the changes, what is their compliance, have good  things happen since the ordinance had changed. It was reported that they were very pleased with  the results and that there had been fewer dog bites, fewer cruelty cases, few challenges from  citizens and overall everyone was satisfied with the outcome of the change. Some of the Orange  County Animal Control staff were present at the meeting and were able to ask questions to get a  better understanding of how a change to the tethering ordinance would affect enforcement.  A consideration that was raised is that it should be explored further, is the extent to which the  county has more restrictive tethering have more restrictions on other enclosures. A concern that  comes up, is that rather people are going to find a smaller enclosure or crate that isn’t anymore  humane arguably as an alternative that puts them into compliance and is not better for the  animal. A public hearing is being held on May 23 rd , 2007, handouts have been posted and handed  out within the county to invite the public to speak. The intent for the Tethering Committee is that  the results come tot the Animal Services Advisory Board. Then the ASAB would go through  process of deliberation and consider whether and what recommendations to make to the BOCC. ASAB Approved Minutes—  April 18th, 2007  Page 2  The county attorney would be in involved with the specific language and affirm that there is  authority and statue for the county to in acts such a regulation.  Keeping of Wild Animals Ordinance Task Force—Ross Oglesbee discussed the handout of the  meeting summary that was provided. It was decided to invite Veterinarians Robert Shoppler and  Cheryl Hoglar to the May 1 st , 2007 meeting to answer questions that the task force have. It was  discussed that at this point the committee are only looking at wild animals (not lions and tigers,  wildcats or bear) that are native to North Carolina and for purposes of rehabilitation, not for  exhibition and not for rescue. In situations where the animals are so injured that they cannot be  rehabilitated and returned to the wild, they are not to be used for educational purposes or to be  kept. There are currently 17 rehabilitators in Orange County and it was suggested that we  consider getting input from some of these rehabilitators. The next step would be to gather  information from the May 1 st , 2007 meeting and consider rather it will be valuable to have  regulatory officials from the State of North Carolina to interact with the committee.  New Animal Services Facility­­Bob Marotto gave an update on the regulatory process and  Susan Elmore reviewed and discussed the floor plan. The board asked questions and had some  suggestions regarding lighting, separation of cats and dogs from each other’s view, surgical area  having the option for privacy during procedures, etc.  Animal Placement and Fostering Updates—Jessica Allison gave a brief summary and reviewed  handouts of the Status Report, Foster Program Summary Review and Animal Dispositions  statistical summary for the month of March. She reported that at the last meeting the committee­  discussed review of adoption statistics and ways to improve on the ways of reporting on them.  Some of the action items the committee came up with was how the presentation of the graphical  data over time, the manner of the presentation of monthly data and refinement of euthanasia  identification. Ways to incorporate more specific medical data and behavioral data. Handouts  were given to the members of the board for the new Animal Shelter Flyer with pull off sheets,  which have been distributed throughout the county to elevate the profile of the shelter and part of  the outreach program to share with the community. It was reported that Caroline Green and  James Kramer have been working on a draft document regarding the Placement Partner  Program. Once the document reaches a preliminary finished form for further discussion and  revision will come back to the Animal Service Advisory Board for endorsement and approval. The  next meeting will be held May 4th, 2007.  It was requested that on the next month’s Animal Services Advisory Board Meeting we add to the  Agenda a topic be added to have a discussion regarding canvassing solutions and effective  control for feral cats. ASAB Approved Minutes—  April 18 th , 2007, Meeting  Page 3  New Business­  Spring Reappointments of Board Members—Paula Ragan reported that the term would end on  June 30, 2007 for board members Dewana Anderson, Kristine Bergstrand, Bonnie Norwood and  Pat Sanford. The reappointment process includes that the member is willing to be reappointed for  a 3­year term, the members are in good standing with the board and the member’s have attended  atleast 75% of board functions. All of the above listed members meet these requirements and all  of them have agreed to be reappointed.  Shelter Animal Identification­­Pat Sanford announced that FOCUS has agreed to provide brass  identification tags for each animal that leaves the shelter. This will be discussed in further detail  at an upcoming Animal Services Advisory Board Meeting.  Pet Tax Amnesty—Barry Jacobs has asked that department and board think about a pet amnesty  tax, it is important to have a discussion and come to some sense as to if that is feasible and if so,  at what form as we go forward when thinking about the fees recommendations. This would be for  a period of time in which for people in the community that currently do not have their pets  registered be able to register their pets without a penalty and without having to pay for the first  years tax.  This would form an incentive to bring people in to the system and then the renewal  process would ensure that tax is paid. The members held a discussion and agreed to think about  the request and or come up with possible alternatives to bring back for discussion at the next to  assure that there be some type of closure in the process.  Motion was made by Ross Oglesbee and seconded by Caroline Greens to adjourn the meeting at  8:15 p.m. VOTE: Unanimous.  Next ASAB Meeting: Wednesday, May 16th, 2007 at 6:30 p.m. in the Conference Room,  Southern Human Services 2501 Homestead Road, Chapel Hill.
