HomeMy WebLinkAboutASAB minutes 061709Animal Services Advisory Board (ASAB) Approved Minutes for June 17, 2009 Meeting Present ASAB Members: Daniel Textoris, Jean Austin, Bonnie Norwood, Rachel Beckham, Tracy Carroll, Susan Elmore and Dewana Anderson. Absent ASAB Members: Rob Gray, Suzanne Roy and Kris Bergstrand Others in Attendance: Animal Services Director Bob Marotto, Shelter Manager Jess Allison, Animal Control Manager, Irene Phipps and Animal Control Officer Gary Morrison. Public Members Present: None Welcome and Opening Comments—ASAB Chair, Susan Elmore, called the meeting to order. Motion was made by Bonnie Norwood and seconded by Jean Austin to approve the Agenda dated June 17, 2009. VOTE: Unanimous. Motion was made by Jean Austin and seconded by Bonnie Norwood to approve the minutes dated May 20, 2009. VOTE: Unanimous General Public Comment—None Old Business— Potentially Dangerous Dog Appeal Committee—No appeals to report on at this time. Dangerous Dog Task Force—Jean Austin reported that the committee did more research with Mr. Marotto and Animal Control to review the files that are kept on dangerous or potentially dangerous animals. Animal Control’s current procedures are that separate files and list are kept on these types of dogs. Each individual file is clearly marked with a hi-lighted red marker in order for staff, while taking calls from citizens, to immediately recognize that the dog is dangerous. It was recommended that the language in the regulations address that signage be placed on the premises of dangerous dogs and that the animal be kept in a locked and secured enclosure or restrained on a leash. The board on either of these two items made no decision. Animal Services Advisory Board June 17, 2009 Meeting--Approved Minutes Page 2 Placement Partner Committee—Bob Marotto reported that a meeting has been scheduled in July with one of the County Attorneys to review the Draft Placement Partner Agreement and he will give an update at the next meeting. Pet Overpopulation Committee— Susan Elmore said at this time there has been no additional activity since the edits were made to the draft plan from the previous meetings. The document will go to the Animal Services Staff for final review and then presented to the ASAB members for review and comment. Bob Marotto reported that the renewal of the fiscal year 09/10 $20 Fix Program Animal Kind contract was proposed to the BOCC and approved. For this coming fiscal year we will work towards more outreach, advertising and hold the annual Spay/Neuter Day event in order to help promote this critical program more successfully. A report on this program with the past two quarter results will be forthcoming for the boards review in July or August. FY0910 Budget—The County Manager presented the Animal Services budget that was prepared with a 10% reduction to the BOCC in May. One of the goals for this fiscal year is to move to internalize spay/neuter. The surgical suite is in the process of being outfitted and the target date to be operational is around October 2009, that date may change depending on the available funds. Statistical Summary—Jess Allison and Irene Phipps gave an overview of the May Statistical summaries. The total number of animals admitted and adopted was higher than in April. Two rabies clinics are scheduled for the month of June. Animal Services Placement Plan—Jess Allison reported that ads are being placed in the Chapel Hill News, News of Orange, Carrboro Citizen and possibly placing another ad in the Independent Weekly if there is enough money left in this years budget. In addition to the newspapers we will be on NBC 17 news, WRAL and the Peoples Channel for the month of June. Some outreach programs will be held at PetSmart, Carrboro and Hillsborough farmers market, Hog Day and Loco Pops in Chapel Hill. Informal Discussion—Bob Marotto announced that The Humane Society of the United States would sponsor Euthanasia by Injection training in July at the new Animal Services Center. It is estimated that approximately 25 registrants will attend per day. Motion was made by Jean Austin and seconded by Bonnie Norwood to adjourn the meeting. VOTE: Unanimous.
