HomeMy WebLinkAboutASAB minutes 072710“Approved Summary” Animal Services Advisory Board (ASAB) July 27, 2010 6:30 p.m.-8:30 p.m. Multipurpose Meeting Room, Animal Services Center Meeting called to order at 6:30 p.m. by Chair, Jean Austin Present ASAB Members: Jean Austin, Susan Elmore, Kris Bergstrand, Tracy Carroll and Daniel Textoris Absent ASAB Members: Bonnie Norwood, Mike Nelson and Suzanne Roy There were a total of 5 board members present which made a quorum. Motion made by Susan Elmore and seconded by Daniel Textoris to approve the Agenda dated July 27, 2010 VOTE: Unanimous Motion made by Susan Elmore and seconded by Kris Bergstrand to approve the minutes from May 21, 2010 ASAB Meeting. VOTE: Unanimous It was reported that the BOCC is continuing their review of the process for County boards and commissions. A number of changes will become effective Sept. 1, 2010. Pamela Bayne, President of Triangle Wildlife Rehabilitation spoke about partnering with Orange County Animal Services to provide services for calls concerning injured and orphaned wildlife. She and Bob Marotto underscored the value of this new partnership in providing quality services to residents with regard to wildlife concerns and questions. Motion was made by Jean Austin and seconded by Kris Bergstrand to support “Operation Clean” by selling raffle tickets to raise money for the purchase of a grooming tub to be used at the Animal Services Center. VOTE: Unanimous A discussion was held regarding a hound that had been at the shelter for a month that ended up being euthanized in June. Space was an issue due to the high volume of incoming animals. Also, an email from Animal Services staff was forwarded to a list serve regarding the hound, which resulted in numerous of email communications and concern about the animal’s euthanasia. Animal Services staff has reviewed what happened and identified practices that will help avoid situations like this from happening in the future. Motion was made by Kris Bergstrand and seconded by Jean Austin to have an Open House annually. VOTE: Unanimous There was a potentially dangerous dog appeal hearing held in July for two dogs that were off leash when one of them bit and injured a neighbor’s dog. The appeal board upheld one of the declarations but overturned the other declaration. ASAB July 27, 2010, Meeting “Approved Summary” Page 2 of 2 Bob Marotto reviewed the Statistical Reports and Placement Plans for the months of June and July 2010. Board members also received copies of the newly implemented Standard Operating Guidelines for Stray Animal Holding, Volunteers, and Cat Trapping and Trap Lease Program. A copy of a memo providing an update Community Spay Neuter Fund ($20 Fix) was reviewed. For FY0910 239 cats and dogs were sterilized (compared to 139 for the previous year) and Orange County was reimbursed $13,000 from the North Carolina Spay and Neuter Reimbursement Program. Motion was made by Jean Austin and seconded by Kris Bergstrand to adjourn the meeting at 8:12 p.m. VOTE: Unanimous Next ASAB Meeting: Wednesday, September 15, 2010 6:30 p.m-8:30 p.m. in the Multipurpose Conference Room of the new Animal Services Center, 1601 Eubanks Road, Chapel Hill.
