Beginning time of meeting: 6:30 pm
• The agenda for tonight was unanimously adopted after adding Potentially Dangerous Dog
Committee update.
• Minutes from Oct 19, 2011,meeting were unanimously approved after two minor corrections.
• No member of the public was present to comment on items not on the agenda.
Old Business
Topic A- Recommendation of new ASAB members: ASAB unanimously reccommends Judy Miller and
Lynn White for the 2 Animal Welfare/rescue positions. Bob Marotto to check with clerk as to status of
applications for remaining open position for Town of Hillsborough
Topic B- Cat Sheltering Update
• B. Marotto described ongoing activities of staff as they work on meeting standards formulated in
ASV Guidelines for Standards of Care in Animal Shelters. Staff has developed a model for select
programming changes which will be peer reviewed on Nov 18 and implemented in
January/February when shelter cat numbers at their lowest. Goal is to utilize largest available
space for the largest number of adoptable cats that can be managed by current staffing.
• Public input from Deanna Rowan and Margaret Heath (who also brought document from Laurin
Eastholm.) A list of suggestions for improvements given to Suzanne Roy, and they would like this
issue to be addressed in the 2012 work plan.
• Kris Bergstrand, DVM, updated ASAB on conversation with BOCC chair as to whether the ASAB
should form a subcommittee to address cat sheltering concerns. Ms Pelletier said she would
prefer the ASAB move ahead as it has been doing, receiving updates from staff at each meeting
as part of agenda
• Sue Millager asked B. Marotto about using cat colony room at the Animal Services Center in the
manner done at Paws4Ever. He reviewed a number of considerations including disease control
and the challenge of forming stable and compatible colonies in the context of an open admission
shelter.
New Business
Topic A – 2012 ASAB Officer Election: Motion to adopt slate of nominees—K. Bergstrand as Chair and
Suzanne Roy as Vice Chair—was approved, and the slate was elected unanimously.
Topic B – 2012 Meeting Schedule: Corrected version of schedule was distributed.
Topic C - Volunteer Program Review: Program Coordinator Sarah Fallin presented a detailed review of
activities. She reported that more than 11,000 volunteer hours are logged annually (the equivalent of 6
FTE employees). Management of this stretched Sarah to the limit as other staff are not available to
manage this program of specific volunteer projects. The point was also made that, at times, volunteers
can create more work for the staff than they contribute and that this is counter-productive.
Topic D- Animal Services Advisory Board Work Plan: B. Marotto presented ASAB work plan, which had
been reviewed previously by the Chair and Vice Chair. A motion was made and approved to accept the
Work Plan document with addition of extra text related to Cat Sheltering
Topic E- Concerns:
• Noise component of public nuisance ordinance, K. Bergstrand described recent communications
from concerned citizen related to rooster crowing. Will discuss this further at January meeting,
hopefully with the department’s staff attorney and the concerned citizen present.
• Surrender Policy- There was a brief discussion between Mike Stewart and staff about surrender
of animals not belonging to person surrendering.
• Partner Profile for Jan 2012 Meeting- ASAB unanimously approved invitation for AnimalKind to
present at Jan 2012 meeting.
