HomeMy WebLinkAboutASAB minutes 022013FROM: ANIMAL SERVICES ADVISORY BOARD (ASAB) SUBJECT: Monthly Meeting Minutes DATE: February 20, 2013 LOCATION: Orange County Animal Services, Eubanks Rd., Chapel Hill NC MEMBERS PRESENT: Susan Elmore (Chair), Michelle Walker (Vice-Chair), Kris Bergstrand (Secretary), Donna Bravo, Jen Merritt, Judy Miller, Aviva Scully, Michael Stewart, Lynn White MEMBERS ABSENT: Suzanne Roy, Kate Doom-Patel STAFF PRESENT: Bob Marotto (Animal Services Director), Drew Brinkley Beginning time of meeting: 6:33 pm Agenda: Motion to approve agenda with item 6a and b reversed in order, and item 8b moved to position 3a was unanimously approved Summary of January 16, 2013 meeting: Reviewed and unanimously approved. General Public Comments on items not on the agenda: Three (3) persons spoke on concern related to a recent post-bite rabies quarantine. They asked the ASAB to consider offering home quarantine in cases such as the one of concern. ASAB Affairs a. The chairmade a brief statement describing her enthusiasm for her post and expectations of members of the ASAB to participate and follow, to the best of their abilities, the guidelines put forth by the BOCC. b. New Officer Orientation completed on February 4,4 2013. c. Commissioner contact: Chair, Vice Chair, Lynn White and Bob Marotto attended the BOCC Work Session on 2/12/13 to present and consider findings and recommendations of an ASAB task force study on the recovery of stray dogs and cats, including recommendations for the amendment of the county’s animal ordinance. d. Chair, Vice Chair and Bob Marotto also attended the BOCC regular meeting on 2/19/13 to present our community spay and neuter program and a resolution acknowledging 2/26/13 as Spay Neuter Day in Orange County. The Chair and Vice Chair also present a recommendation from the ASAB to support legislation that would provide standards and a registration system for commercial dog breeding facilities. e. Potentially Dangerous Dog Appeals Committee: There were no appeal hearings. f. ASAB Manual Update: Manual components will be sent as electronic copies to all ASAB members as they become available. g. Candidates for vacant at large (non-municipal) ASAB position: JoAnne Andruscavage and Michelle Schoepper Monthly Meeting Attendance Record: confirmed Animal Services Report, Bob Marotto, AS Director a. Update:The cat condo conversions are planned to begin the week of 2/25/13; and a No Kill Pledge request will be considered this year. ASAB Summary February 20, 2013, Meeting Page 2 b. Unified County Animal Control Ordinance, Annette Moore, Staff Atty. Old Business a. None New Business a. Statistical Summary for 2012 Operations: Drew Brinkley, AS Operations Mgr. Excellent statistics on sheltering and field service operations during 2012 were reviewed. Among other things, they showed an impressive rate of animal placement and notable downturn in the number of animals euthanized. b. Appreciation Award for Hillsborough Elementary School: Sarah Fallin (Program Coordinator) described the abundant donations of food and supplies provided by students and the recognition plaque created for the school principal. The ASAB unanimously resolved to make an award to the school in the name of the principal in coordination with the Animal Services Department. c. Outside Agency Application Review Committee: With board approval the Chair appointed Donna Bravo, Judy Miller and Mike Steward to work with staff in the review of an outside application for funding from the Piedmont Wildlife Center.
