Home My WebLink AboutASAB minutes 101514 Orange County Animal Services 1601 Eubanks Road, Chapel Hill, NC 27516 919-942-PETS (7387) ANIMAL SERVICES ADVISORY BOARD (ASAB) 6:30 to 8:30 p.m. Wednesday, October 15, 2014 Meeting Summary MEMBERS PRESENT: Maureane Hoffman; Warren Porter (Vice Chair), Michelle Walker (Chair), Susan Elmore, Caroline Green, Michael Stewart, Aviva Scully MEMBERS ABSENT: Arthur Sprinczeles, Dewana Anderson, Beth Grooms, Judy Miller STAFF PRESENT: Bob Marotto Agenda: Motion to approve agenda passed and agenda unanimously approved with the addition of an item regarding staff appreciation in ASAB affairs Summary of September 17, 2014 meeting: Reviewed and unanimously approved General Public Comments on items not on the agenda: None ASAB Affairs Michelle Walker introduced Maureane Hoffman, our newest member. She also introduced Mike Haskins, a fellow from UNC’s MBA program who will provide support to our Board through April. Adam Wright, a second fellow will be joining us at future meetings. There will be orientation next week for new members and new MBA fellows. • Potentially dangerous dog hearings – There was one hearing and the declaration was upheld. It was determined that the dog who received a potentially dangerous dog declaration had inflicted serious injury on a smaller dog. Two humans were bitten while trying to separate the dogs. The smaller dog was not up to date on its rabies shot and that dog had to be quarantined for ten days. • Nomination for animal welfare/advocate vacancy – The ASAB unanimously approved that Nicole Roth be recommended to the BOCC for position of Animal Welfare/Advocate. • Election of 2015 ASAB Officers – ASAB selected Susan Elmore and Aviva Scully to the nominating committee to present candidates for Chair, Vice Chair and Secretary at our November meeting. • Nomination and election process and timeline – We will be re-nominating folks for service on the Potentially Dangerous Dog Committee so that they will be cycling in coordination with election of ASAB Officers . • Staff Appreciation Event – Judy Miller had suggested that we host an event to show our appreciation for the staff and coordinate it with an OCAS staff meeting. Michelle can attend and any other ASAB member who is available may attend. We will provide food and drink to the members. We do not yet have a date selected. Old Business • Free-Roaming Cat Task Force Report – Andi and Bob Marotto will put the report in the best format for presentation to the BOCC and the County Manager. Susan Elmore has done revisions. Afterwards, it will be returned to the Task Force and put into a final form to go back before the ASAB. Implementation of the Report may only involve operational procedures in the first few years but any policy changes will be subject to BOCC decision-making.. • Unified Animal Ordinance Update – Bob Marotto has been working with townships to present the Unified Animal Ordinance and expects to move forward toward the beginning of 2015. • Resolution supporting Kids4Kindness – Michelle Walker proposed drafting the resolution and sharing it with Michael Stewart. Kids4Kindness is now operating at Pathways Elementary School and will start back at Hillsborough Elementary in January, 2015. The ASAB Board will hold the resolution until there is an appropriate time to seek BOCC support for Kids4Kindness efforts in the county’s school systems. New Business • Animal Services Updates—Bob Marotto o Trying to organize more events with SNAP-NC • ASAB Annual Report and 2015 Work Plan – Draft o Added a description of the efforts related to the Unified Ordinance (under the area Making County Government Accessible, Understandable and Transparent) o Added a reference to future support for pet education for children in Orange County Elementary Schools; Kids4Kindness and Pet Pals (part of the original strategic plan and we now have a partner) o Susan Elmore suggested we revisit and re-emphasize the Spay Neuter pet overpopulation strategic plan employing a new paradigm. There was discussion of the Humane Society of the United States’ (HSUS) Pets for Life model, which embodies a new frontier in animal welfare with a focus on human relationships. This model is designed to reach out to under-served communities and addresses the need for affordable and accessible pet care and works to empower the folks who are pet owners. We suggested inviting Amanda Arrington, of HSUS to speak at an ASAB meeting.
