Wednesday, June 18, 2014 Meeting Summary MEMBERS PRESENT: Arthur Sprinczeles.; Beth Grooms, Judy Miller, Virginia Fitt, Susan Elmore; Warren Porter, Michael Stewart, DeWana Anderson, Michelle Walker, Aviva Scully MEMBERS ABSENT: Suzanne Roy, Caroline Green ASAB CANDIDATES PRESENT: Maureane Hoffman and Molly Mullins STAFF PRESENT: Bob Marotto, Animal Services Director Agenda: Motion to approve agenda was passed unanimously Review and approval of May 21, 2014 meeting: Reviewed and unanimously approved with the change to the attendance record stating that Susan Elmore was absent at the May meeting. General Public Comments on items not on the agenda: None Outside Agency Funding Process: Tonya Walton, Budget Analyst, Finance and Administrative Services • Overview of Outside Agency Funding Process • Ms. Walton walked us through the outside agency funding process which is a full year funding cycle. The outside agency funding process is a joint process with the towns of Chapel Hill and Carrboro. The application season begins November 1st. The ASAB comes into the process in mid February and March to evaluate applications. The ASAB makes recommendations to the County Manager and then the Manager makes recommendations to the BOCC. The County releases the application to the public on different websites and in different ways. It tries to educate agencies about the process and to give them enough time to finish the application. One can view the entire orientation package on the Orange County website. It is important that agencies submitting applications look at the different County departments and see where their agency aligns. It’s also important to sell the services that one’s agency provides. An agency has to be a 501(c)(3) in order to apply. The deadline for the applications is January 24th. About two weeks after the deadline the advisory boards give precise feedback about the applications related to their departments. Ms. Walton told us that there is funding in the County budget to do some administrative capacity building for non-profits. They just did a workshop in June that spoke to fundraising and performance measurements and there is money in this year’s budget to hold another workshop. Ms. Walton said that Third Sector Alliance is a collaborative of non-profits in Orange County. They have a membership fee of $10 and are a good resource for folks in non-profits that need more information about funding. Bob agreed to put the information about the funding application process on the Animal Services Facebook page and on the website and let folks know about the dates that applications are released and are due back. ASAB Affairs • New ASAB Member - Bob introduced Virginia Fitt to the other Board members • The applicants for the soon to be vacated position of animal advocate are Maureane Hoffman and Molly Mullins. Suzanne Roy will be leaving the Board. • Overview of ASAB – Michelle explained the purpose of the ASAB. Our purpose is to advise the BOCC about policies relating to OCAS. Applicant introductions – The two candidates for the position of Animal Advocate introduced themselves to ASAB members. Maureane Hoffman and Molly Mullins shared their backgrounds in animal advocacy and why they are interested on serving on the Board. • Recent New Member Orientation – There was a new member orientation last week that was attended by Virginia Fitt, Arthur Sprinczeles, Beth Grooms and Caroline Green and it went very well. Old Business • Free Roaming Cat Task Force Update – Dewanna Anderson shared that the Task Force has hosted various information sessions including meetings with veterinarians, education groups, caretakers, and wildlife experts. Presently, the Task Force is putting all the information together and drafting recommendations to present at the next ASAB meeting. • Unified Animal Ordinance Update – The ASAB has made policy recommendations and the County Attorneys are currently drafting language to capture those recommendations. When the edits are done it will come back to the ASAB and then go back to the BOCC. • Resolution Supporting Kids4Kindness – Michelle is going to write up the resolution. Mike Stewart informed the ASAB that Pet Pals and Kids4Kindness may merge and they will likely go for 501(c)(3) status. New Business - Animal Services Update – Bob Marotto • The Open House was well attended. There was onsite spay/neuter and twelve animals were adopted. • OCAS is currently very busy with rabies exposure investigations. Bob spoke with Commissioners about doing more outreach and rabies clinics and more work with those who raise livestock.
