Partner Profile—AnimalKind
(A) Presentation by Hilary Green and Jada Jarillo
• Ms. Green and Ms. Jarillo described the organization’s services in implementing low-cost
spay/neuter programs, including the following initiatives:
o SpayNC Helpline, a statewide toll free information service, which helps all North
Carolina residents find pet spay/neuter resources in their area (1-888-NC-FIX-EM)
o The $20 FIX, a pet spay/neuter subsidy program currently assisting needy residents of
the Town of Cary, Orange, Durham, Person, and Caswell counties.
ASAB Affairs
(A) Potentially Dangerous Dog Appeal Hearing
• The subcommittee conducted one hearing this month and upheld the designation where a dog
entered the victim’s apartment and bit the victim
(B) Potentially Dangerous Dog Appeal Committee
• The Board unanimously approved appointment of the following:
o Committee Members: Susan Elmore, Caroline Green, and Michael Stewart
o Alternates: Beth Grooms, Judy Miller, Michelle Walker
(C) Upcoming ASAB Vacancies
• Susan Elmore and Michael Stewart are available and willing to serve through reappointments
upon expiration of their terms on June 30, 2014
• Suzanne Roy’s animal advocate position will become vacant when her second and final term
ends on June 30, 2014
(D) October meeting date

• October meeting was rescheduled from October 22, 2014 to October 15, 2014 by unanimous
vote
Old Business
(A) Free-Roaming Cat Task Force Update
• Task Force Chair DeWana Anderson provided an update on the listening session held for cat
caretakers, at which there was an in-depth discussion of the activities and challenges of caring
for cat colonies
(B) Unified Animal Ordinance Update
• Susan Elmore, Michelle Walker, and Bob Marotto summarized the results of the Board of County
Commissioners’ (“BOCC”) work session on April 8, 2014:
o The BOCC expressed approval for moving forward with revisions to the proposed
Unified Animal Ordinance regarding issues of livestock nuisance regulation, trespass,
and watchdog as proposed by the ASAB. Several members of the BOCC expressed
support for including a copy of the flowchart produced by Professor Aimee Wall of the
School of Government in the ordinance.
o BOCC members discussed the possibility of various mechanisms for appeal of potentially
dangerous dog and vicious animal declarations that balance the need for efficiency and
impartiality.
(C) Support for Kids4Kindness School Program
• There was general consensus that the Board wishes to pursue avenues for expressing political
support for expansion of the Kids4Kindness School Program aimed at providing responsible pet
owner education to 4th graders into all elementary schools in Orange County
• Board Chair Michelle Walker to contact the BOCC Chair regarding the procedures available for
proceeding with obtaining support from County Commissioners
