Summary of April 15, 2015 meeting: Reviewed and unanimously approved
General Public Comments on items not on the agenda: None
Partner Profile: AnimalKind, Martin Banning
• Past: $20 Fix & SpayNC Helpline funded primarily by iCare program (State of NC), but also grants
and ReTails thrift stote. Main outreach effort is tabling at events.
• Present: new, bigger ReTails space; unified marketing/branding.
• Future: Unified approach from many animal welfare organizations, as well as community
members, local government and animal control agencies.
• In Fall 2015, they will launch AnimalKind CARES program, based on HSUS’s Pets For Life. The
goal is to get one of their served counties to a state where they have no unnecessary
euthanasia. Like PFL, they will use targeted outreach without income qualifications. Eventually,
they’d want to implement ReTails stores in each county to fund the county’s spay/neuter effort.
ASAB Affairs
(A) Potentially Dangerous Dog Appeal Hearings
• Harley: A smaller dog was being walked by his owners, and a bigger dog who lives in the
neighborhood attacked him. The little dog was hospitalized for several days. There were no
disputes about the attack, and the declaration was upheld.
• Duffy: A young boy was walking his bike while bouncing a basketball on a sidewalk, and an
older woman claimed to be in her driveway preparing to walk her dog. For some reason,
the dog bit the boy twice, but the location where the bites occurred was not clear. Duffy’s
owner maintained that it occurred on her property, and the boy’s mother was not able to
sufficiently demonstrate otherwise. For that reason, the declaration was overturned.

Old Business
(A) Unified Animal Ordinance Update: Chapel Hill has approved the Unified Ordinance as is. The
Carrboro Board of Aldermen is still considering the Ordinance, particularly the aappeal Hearing
process.
New Business
(A) Animal Services Update:
• Met with IAR to explore working together to manage free-roaming cats
• Meeting with AnimalKind soon to discuss issues of mutual concern
• Rogers Road Initiative: considering the possibility of an effort to reach out to the
residents of the Rogers Road community
• Several open staffing positions are being filled
• Many improvements to Animal Services facilities are being planned or done
