Meeting Summary

Call to order: 6:34pm
Review and adoption of the Agenda: Judy Miller made a motion to approve the agenda with addition of Pat
Sanford Award procedure during ASAB business; seconded by Susan Elmore. The motion carried without dissent.
Summary of September 20, 2017 meeting: Beth Grooms made a motion to approve the Summary; seconded by
Edmund Tiryakian. The motion carried without dissent.
General Public Comments on items not on the agenda: None.
Animal Services Advisory Board:
(A) Animal Services Advisory Board Elections: A nominating committee must be appointed to develop the slate
of officers. Edmund Tiryakian made a motion that Susan Elmore to head the nominating committee to bring
a slate of officers for the November meeting; seconded by Beth Grooms. The motion carried without
dissent. The incumbents are interested in another term.
(B) Progress Report and Work Plan: The report is due on December 15th to BOCC. They will discuss Board
reports in January or February at a work session. The report reviews the activities of the current year and
forecasts activities for the next year. Bob Marotto will bring the report to ASAB prior to the November
meeting. Board members should bring their responses to the November meeting. It would be a good
opportunity to plan for revisions to the Hearing Panel Pool operating procedures in 2018.
(C) Pat Sanford Grant: A call for proposals was sent out this week. Beth Grooms make a motion to nominate
the review panel of Molly Mullin, Judy Miller, and Victoria Hudson as the ASAB’s contribution to the grant
review; Susan Elmore seconded. The motion carried without dissent. A final grant decision will be made in
early December.
Old Business:
(A) Free Roaming Cat Spay & Neuter Initiative: First, the new Working Barn Cat Program marketing was
presented. Bob Marotto reported progress on the message and community partners. Outreach is occurring
in many ways. An effort of the program will occur on October 20th by trapping a large number of cats at a
county farm, and the cats will be brought to the OCAS for SNAP services. The second part of the outreach is

helping to re-home cats to farms who needing working cats. There will be another spay and neuter day on
November 15th. Pets of qualifying residents will be spayed or neutered without cost to the owner. A grant
from the Petrie Foundation allows the income range of residents who can utilize these services to be
expanded for this fall. Residents should call for eligibility.
(B) Pets of the Homeless Task Force: No updates other than the plan to revisit work groups.
(C) Surrendered Suffering Animals: No updates other than the plan to revisit work groups.
New Business:
(A) New Staff: Isabel Bukovnik was introduced as the new Animal Care Supervisor. Dean Burton and Derek
Woodlief were introduced as the newest Animal Control Officers. One ACO and one office vacancies
remain. A position for the new customer service staff will be posted soon.
(B) Animal Services Updates: Bob Marotto reviewed facility and equipment updates, including the installation
of the generator by the end of the year. The site has been prepared. There is a plan to replace the
commercial dryer. Automatic vehicle locators will be installed to assist with dispatching ACO response.
The sewer line repair is pending. Heartworm Treatment Policy was disseminated. The Board of Health
interviewed candidates for the Orange County Health Director.
In September, the adjusted live release rate for September was 93%. The absolute live release was 84%.
Dispositions were 249. Total admitted was 319. Through the end of the 3rd quarter, live release rate was
about the same for 2016. He explained how forecasts for 2017 are based on trends from 2015 and 2016
and comparable changes in per capita animals as the Orange County population increase. The dog intake
for the 3rd quarter was 1,168; cats, 945; and others, 112. The first pig auction was successful. Andi Morgan
reported that the foster program is going very well. There is not much to report on the addition of the 13th
ASAB member (representing animal care industry). Seventh positive rabies for 2017 was reported. Rabies
clinics are scheduled for end of October and in November.
