Meeting Summary
MEMBERS PRESENT: Maureane Hoffman (Chair), Warren Porter, Edmund Tiryakian, Judy Miller, Beth Grooms,
Michael Stewart, and Victoria Hudson

Call to order: 6:34pm
Review and adoption of the Agenda: Beth Grooms made a motion to approve the agenda with the revisions;
seconded by Michael Stewart. The motion carried without dissent.
Summary of April 19, 2017 meeting: Beth Grooms made a motion to approve the Summary with edits; seconded by
Michael Stewart. The motion carried without dissent.
General Public Comments on items not on the agenda: None.
Open House update: Sarah Fallin spoke about the event scheduled for June 3rd 12-4. She summarized some of the
features, tours, guests, and traffic control. She is accepting monetary and food donations for refreshments.
Animals and art: Katie Murray, Director of the Orange County Arts Commission, reported on the installation of the
new art. She also offered some suggestions for art collaboration on the interior of the building: (1) an elementary
school art contest using 6’x6’ canvases of pet portraits (shorter term); (2) or put out a call for a paint day with local
artists that results in original art that will be displayed for a period and then auctioned (longer term). More detailed
projects will be on the agenda for the June meeting.
Animal Services Advisory Board:
(A) Revised ASAB Policies and Procedures: The revisions are on the agenda for the BOCC’s approval on June 6,
2017.
(B) ASAB Reappointments: Nominations are on the agenda for the BOCC’s approval on June 20, 2017.
The Town of Chapel Hill municipal member names have been set to the Town Council of Chapel Hill.
(C) Dangerous Dog Hearings: Edmund Tiryakian gave an update on the most recent hearings.
Old Business:
(A) Pets of the Homeless Task Force: no report
(B) Free Roaming Cat Spay & Neuter Initiative: Bob Marotto summarized part of a 2017 ($5000) grant work plan
for controlling free roaming cats. The suggestion was to pursue the partnership with the Agricultural
Preservation Board to offer sterilization of barn cats. There was discussion on the logistics to offer
something like SNAP (with vaccinations and some preventative care), on certain days, or certain locations, or

vouchers, to facilitate and to market the offering. Michael Stewart made a motion for the ASAB to continue
with plan to engage the APB and other community partners for the barn cat project; Judy Miller seconded.
Motion carried without dissent.
New Business:
(A) Health & Animal Services Department Collaboration in Review: Irene Phipps summarized a recent report to
the Orange County Board of Health on services, jurisdiction, and collaborations; ASAB activities; the
Hearing Panel Pool; statistical facts; rabies control program under the authority on Health Director;
exposures reported to CD nurses; the 242 bite reports in 2016; updates to rabies exposure policy and
procedure based on the most recent Rabies Compendium; rabies clinic offerings, statistics, and certified
staffing; and public information/ marketing services provided by OCAS.
(B) Ideas for Projects and Initiatives, Possible Projects, and Grants: Bob Marotto requested prioritization of
initiatives and possible projects. A survey was collected from present ASAB and sent to those who were
absent. Staff input will also be collected.
(C) Staffing: Andi Morgan made a report on staffing. An Animal Care Supervisor and the Communication
Specialist will begin on June 5th. There were good candidates for the Veterinary Health Care Tech. Other
vacancies have been posted on the county HR site.
(D) Fostering: Andi Morgan reported that there are 79 animals currently in foster homes. Some foster kittens
should be old enough and weigh enough to return from fostering for sterilization in time to be on display
for the open house.
