Meeting Summary

Call to order: 6:36pm
Review and adoption of the Agenda: Agenda item to discuss the nomination of 2017 officers was added. Michael
Stewart made a motion to approve the agenda; seconded by Beth Grooms. The motion carried without dissent.
Summary of August 18, 2016 meeting: Beth Grooms made a motion to approve the Summary as edited; seconded
by Michael Stewart. The motion carried without dissent.
General Public Comments on items not on the agenda: None.
Animal Services Advisory Board:
(A) Review of draft progress report and 2017 work plan requested by the Board of County Commissioners
The draft was edited with minor changes to correct non - substantive errors, verify partnerships, and
submit a placeholder for 2017 ASAB officers (pending). The planned partnership with the Agricultural
Preservation Board to facilitate spay /neuter and vaccinate free - roaming cats in the agricultural setting
was added to the work plan. Michael Stewart made a motion to approve the work plan; seconded by
Beth Grooms. Motion carried without dissention.
(B) Further discussion of proposed amendments for Animal Services Advisory Board Policies and
Procedures Tabled until November meeting.
(C) Appointment of three (3) ASAB members to review panel for Pat Sanford Animal Welfare Grant Award
Judy Miller volunteered; Victoria Hudson volunteered; Molly Mullins was nominated; Susan Elmore
tentatively volunteered as a panelist in the event Molly Mullins cannot accept the appointment.
(D) Nominating Committee appointments
Susan Elmore and Dewana Anderson will participate as the Nominating Committee in planning for the
November meeting and 2017 slate of ASAB officers.
Old Business:
(A) Update on discussion about free- roaming cats with Agricultural Preservation Board
Last month, Maureane Hoffman and Bob Marotto visited the meeting of the Agricultural Preservation
Board to propose the creation of a partnership that addresses (1) relocation of free - roaming cats in
undesirable situations within the agricultural setting (abandoned colonies, unwanted colonies, etc.)
and (2) free - roaming [barn] cats who already co- habitat farms may be eligible for low cost spay /neuter
and rabies vaccination. Animal services and partners like the APB would refer volunteers and
interested persons to program resources. A proposal needs to be developed. There were some
suggestions for partners with Orange County Agricultural Extension, farmers markets, the Grange,
volunteer fire departments, the Ruritans, etc. The first step is to explore additional contacts and to
engage more interest before returning to the APB. There was also discussion to draft some
educational materials (i.e. flyer, brochure) for public areas, like the farmers market or the agricultural
extension office.
(8) Pets of Homeless Task Force Update
The Task Force met. The timeline was developed. Stakeholders will be invited to a meeting in
January, including groups like, but not limited to, animal welfare organizations, OCIM, shelters,
Freedom House, local motels, local law enforcement, and public health organizations. Aviva Scully
reported on conducting a more formal gap analysis, planning program implementation, and
developing a resource guide for the homeless. Invitations will go out before late November.
(C) Changing "vicious animal" language in Unified Animal Ordinance
Bob Marotto had discussions with the County Manager and the County Attorney regarding the
possible changes. The amendment could be on the BOCC agenda by the end of the year. He still
needs discussions with Chief Blue (ToCH) and Chief Horton (ToC) before there are any amendments
proposed. This would apply to "dangerous dog" and "vicious animal." Maureane Hoffman made a
motion to amend "vicious" in the Unified Animal Control Ordinance to "potentially dangerous dog"
and "dangerous animal" subject to the concurrence with the police chiefs, guidance from Amy Wall
with the UNC School of Government, and regrouping with the County Attorney; seconded by Michael
Stewart. Motion carried without dissent.
New Business:
(A) Animal Services Updates
1. A team of five was deployed from OCAS to Lenoir County for disaster relief at the co- located
shelter center, working long days from last Saturday thru this Friday. Fifty animals have been
cared for and as many as 20 were reunited or left the shelter.
2. Financial donations continue to be received for the art projects.

September was a very good month for re- sheltering/ transfers, adoptions, and returns.
