Meeting Summary
MEMBERS PRESENT: Warren Porter (Chair), Judy Miller, Caroline Green, Michael Stewart, Michelle Walker, Aviva

MEMBERS ABSENT: Maureane Hoffman (Vice- Chair), Susan Elmore, Dewana Anderson
STAFF PRESENT: Bob Marotto (Animal Services Director)
Agenda: Bob asks to update the agenda a summary of a meeting he, Judy and Aviva went to with Corey Root.
Warren would like to add a summary of the meeting he and Mike went to with the Greensboro group looking to
form their own animal services advisory board. Mike moves to accept the agenda as is; Beth seconds. All vote in
favor.
Summary of April 20, 2015 meeting: Mike moves to accept the minutes as is; Warren seconds. All vote in favor.
General Public Comments on items not on the agenda: None.
ASAB Affairs
(A) Hillsborough vacancy update
• Victoria Hudson has been appointed. Bob and Warren talk about the purpose, function and current
focuses of the ASAB.
(B) Candidates for upcoming At -Large vacancy
• Hilary Cooper, Katie Rosier and Edmund Tiryakian are current applicants, and talk to the board about
their background and why they are interested in joining it. Katie decided she couldn't commit to a
three -year term, so declined to be considered.
• Heather Payne is an applicant who wasn't asked to speak, but felt obliged to address the board about
her interest in making OCAS a no -kill facility.
(C) Projected vacancy for Potentially Dangerous Dog Appeal Hearing panel
• When Caroline steps down from the board, her position on the DDA hearing panel will become vacant
and will need to be filled.
Old /New Business
(A) Animal Welfare Grants Honoring Pat Sanford Update
• Judy gives an update, saying that the application is close to finalized. She outlines the timeline for moving
forward with the program.
(B) Homeless Pets Initiative
Bob, Aviva and Judy met with Corey Root, the OC Homeless Program Coordinator. They talked about formal
and informal ways to move forward. The issue is very complex, as there are many sorts of homelessness.
But Corey is eager to participate in the project, and wants to develop a resource guide for homeless pet
owners. The next step is to put together a work group on the issue, from many organizations that straddle
this community. Caroline makes a motion to take part in such a work group and Beth seconds; all vote in
favor. Groups discussed are the Housing Department, the Interfaith Council, veterinarians, rescues, among
others.
(C) Greensboro HOPE meeting
• Warren and Mike went to Greensboro to meet with HOPE, a group in the process of starting a Guilford
County Animal Services Advisory Board equivalent. They invited us so they could how our board works, but
their budget is much smaller than Orange County's and they have three times the number of animals in the
course of a year.
(D) Animal Services Update
• Budget: a recommended budget was included in the meeting package, and it is discussed.
• Upcoming Events: microchip and rabies clinic on June 11; Open House on June 4; cat adoption special during
the summer.
• Bob gives details on the snake seizure in the county.
(E) Nomination for At -Large Position
Though all candidates seem very well qualified, the board chose to recommend Ed Tiryakian, in keeping with
our charge to increase the board's diversity. Mike requested that Hilary Cooper be kept in consideration for
future openings.
