Summary of January 20, 2016 meeting: Summary is unanimously approved with one edit:
Old /New Business (A): change the word "minutia" to "minor elements ".
General Public Comments on items not on the agenda: None.
ASAB Affairs
(A) Report on BOCC Discussion of ASAB Progress Report and Work Plan
Warren gives an update on the February 9, 2016 BOCC work session in which he presented a brief outline of the
ASAB progress report and work plan.
(B) Q &A with County Manager Bonnie Hammersley
Members of the ASAB had a discussion with Bonnie Hammersley about their experience working on the Unified
Animal Ordinance and the changes that were made to the UAO at its adoption by the BOCC. Several members
voiced their disappointment at the way in which the UAO was adopted, including frustration that the BOCC
didn't seem to value their advice. Other concerns included the changes to appeals board allowing lawyers and
cross examination without consulting with current appeals board members.
(C) Halting Overpopulation and Pet Euthanasia (HOPE) presentation about the ASAB
Warren gavae an update on the request from HOPE for the ASAB to travel to Greensboro to speak with Animal
Welfare stakeholders about the Orange County Advisory Board. Mike volunteered to go with Warren to the
HOPE meeting that will probably take place around April.
(D) Animal Services Hearing Panel Pool
Susan and Mike are stepping down from the Appeals Board, effective March 15`. Michelle and Beth volunteered
to serve on the Appeals Board in its new form. Maureane volunteered to serve in the event that Caroline
stepped down.

(A) Updates about Pets Belonging to the Homeless and Victims of Domestic Abuse
• Judy and Aviva gave updates on the independent research they have conducted
• Bob says that he is trying to set up a meeting with the new director of the homeless shelter to see if they
would be interested in discussing the matter

(A) Animal Services Updates
Bob gives an update on Animal Services
(8) Animal Welfare Grants Program honoring Pat Sanford
Bob asks the ASAB to help discuss options for how to handle the Grant Program. Warren plans on
forming a subcommittee at the next ASAB meeting.
Ongoing and Upcoming Events
(A) Clinics
Low Cost Rabies Vaccination ($10) Clinic and Microchip Clinic, 3:00 p.m. to 5:00 p .m., Thursday,
February 18, Animal Services Center, 1601 Eubanks Road, Chapel Hill
(B) State of Animal Services
An interactive session with volunteers and members of the public about where we're at, what we've
done and where we're going
(C) Community Spay and Neuter
Spay Neuter Day — February 23. Celebrated nationally and it is expected that the BOCC will resolve
that this day is Spay /Neuter Day in Orange County
Spay Neuter Clinic on February 24 at Orange County Animal Services in coordination with Spay Neuter
Assistance Patrol —North Carolina
