HomeMy WebLinkAboutASAB minutes 081716Orange County Animal Services 1601 Eubanks Road, Chapel Hill, NC 27516 919 - 942 -PETS (7387) ANIMAL SERVICES ADVISORY BOARD (ASAB) 6:30 to 8:30 p.m. Wednesday, August 17, 2016 Meeting Summary MEMBERS PRESENT: Warren Porter (Chair), Judy Miller, Maureane Hoffman (Vice- Chair), Susan Elmore, Michael Stewart, Michelle Walker, Edmund Tiryakian, Beth Grooms, Victoria Hudson MEMBERS ABSENT: Aviva Scully, DeWana Anderson, Molly Mullin STAFF PRESENT: Bob Marotto (Animal Services Director) GUEST PRESENT: Bonnie Hammersley (Orange County Manager) Agenda: Michael Stewart made a motion to approve the agenda; seconded by Beth Grooms. The motion carried without dissent. Summary of April 20, 2015 meeting: Michael Stewart made a motion to approve the Summary of June 18, 2016; seconded by Beth Grooms. The motion carried without dissent. General Public Comments on items not on the agenda: None. Animal Services Advisory Board: Victoria Hudson was welcomed as a new member representing Hillsborough. Michael Stewart made a motion that the secretary's vacation be filled by Victoria Hudson for the remainder of the year; seconded by Maureane Hoffman. Motion carried without dissent. The updated ASAB roster (for members only) was disseminated prior to the meeting. Discussion with Bonnie Hammersley, Orange County Manager: There was discussion regarding the applicability of public meeting laws on potentially dangerous dog appeals. Edmund Tikyakian and other members are concerned that open deliberation may compromise the full consideration of the [Potentially Dangerous Dog Appeal] Committee. Citing other appeals boards with quasi - judicial proceedings during open meetings, the County Manager encouraged the ASAB to seek the guidance of the Orange County Board of Adjustments on mode of practice. The outcome of the discussion included: (1) empowering the ASAB member of the Committee to lead deliberations; (2) enhancing the training that the non -Board members receive; and (3) developing a set of deliberation guidelines. Edmund Tikyakian will work on guidelines. Old Business: (A) Animal Welfare Grants Honoring Pat Sanford Update The Pat Sanford Animal Welfare Grant will be presented to the Orange County BOCC at their September 61hmeeting. Judy Miller wants to review deadlines. Once the BOCC is properly informed, the grant's implementation can begin. (B) Homeless Pets Initiative There was no update on the pets of the homeless project. Michelle Walker made a motion to appoint Judy and Aviva to a committee to explore community -based resources for this project with Corey Root, Orange County Homeless Program Coordinator; Maureane Hoffman seconded. The motion carried without dissent. New Business: (A) Amending Animal Services Advisory Board Policies and Procedures Warren Porter presented proposed changes to the ASAB Policies and Procedures. Revisions in governance document need to reflect the current appeals procedures. Edmund Tikyakian will submit revisions in September as an action item for the October meeting. Then the Orange County BOCC will be informed of the revisions. (B) Animal Services Updates Bob Marotto presented highlights from this month's Animal Services report. This included marked reductions in euthanasia and great increases in transfers and returns. This is attributed to good fostering and transfer partnerships and adoption promotions like Clear the Shelters, which was held in July.
