ADVISORY BOARD ON AGING
Minutes
November 8, 2016

The meeting was called to order by Acting Chair Heather Altman. Following introductions the minutes
of the October 8 meeting were approved on the motion made by Dick White and second by Donna
Prather.
Guest Presentation
Jeff Strickler, Associate Vice-President of UNC Healthcare/Hillsborough Campus gave an overview of the
new 72 bed hospital which has now been open for one year. The Emergency Department is averaging
60 patients per day. UNC’s Geriatric Medicine Department is now 100% based out of Hillsborough,
although the Geriatric Clinic will remain at Carolina Pointe on Hwy 54 for outpatient services. Heather
Altman asked if patients can choose which hospital when being transported by EMS. The decision will
be made based upon destination guidelines but the paramedics will take the patients’ wishes into
consideration. The Hillsborough Hospital campus was designed for future expansion. Discussion
followed on public transportation accessibility to the building.
Director’s Report
Janice Tyler gave an update on sidewalk construction between the Seymour Center and Homestead
Road.
The annual Veterans’ Day breakfast will be held at the Passmore Center on November 11 and the
Veterans’ Memorial site dedication at Southern Human Services Campus will follow at 11:00am.
Project EngAGE’s End of Life Senior Resource Team will host a community conversation on death and
dying on November 17 at the Seymour Center.
Orange County Animal Services brought dogs to the Seymour Center while the Board of Elections
conducted early voting, resulting is the adoption of five dogs. More than 12,000 voters utilized this
polling place.
The FY17-18 budget process has begun with meetings on the Capital Improvement Plan and goal-setting
by the Functional Leadership team. The Human Resources Department is analyzing the Orange County
temp employee pool in light of recent legislative changes. The Department on Aging relies heavily on
temps and several positions may be recommended for permanent status in the upcoming fiscal year
budget including the Passmore evening Facility Manager.
New Business
Chair Peggy Cohn asked that Advisory Board members consider changing the meeting day from its
current second Tuesday schedule. Following discussion it was decided that the schedule will not change.
A draft of the Aging Advisory Board’s Annual Report to the Board of County Commissioners will be
distributed prior to its review at the December meeting.
2017-22 Master Aging Plan
Mary Fraser began her MAP report by acknowledging Heather Altman, Peggy Cohn and Dick White for
their contributions to the planning process to date. More than 1,000 surveys were completed but the
attendance at the community meetings was below expectations. The MAP Steering Committee will hear
preliminary results at its next meeting on November 10. Building from the Committee members’
recommendations five workgroups will be organized and meet during the winter months to draft
recommendations for the next Plan. Discussion followed on the workgroup themes and potential
members.
Continuing Projects
Yvette Missri gave a Project EngAGE update that included the Faith Based Senior Resource Team
symposium and Falls Prevention Team’s workshop series at Eno Haven Senior Housing Community.
The recent Brain Health Academy, a six week series at the Passmore Center on Thursday evenings, was
well attended.
Lisa Meinert has taken the temporary Group Respite Coordinator position for the OC CARES project.
Janice Tyler announced that the National Institute of Senior Centers’ accreditation reviewer will be on-
site November 30 and December 1. Advisory Board members may be asked for their input. Receiving
NISC accreditation will increase the share of the State General Purpose funding that OCDOA will receive.
Committee Progress Reports if needed
Local radio station WCHL recently completed Dementia-Friendly Business training that was implemented
one year ago.
Peggy Cohn asks that the Adult Care Home and Nursing Home Community Advisory Committee monthly
reports include details of the visit findings along with the number of visits made.
Janice Tyler reported that the Friends of Passmore recently sponsored a holiday craft fair and a
fundraising cruise.
Project EngAge will host a holiday gathering on December 1 at the Seymour Center.
There being no further business the meeting was adjourned.
