HomeMy WebLinkAboutAging Advisory Board Minutes 061416ORANGE COUNTY ADVISORY BOARD ON AGING Minutes June 14, 2016 PRESENT: Alex Castro, Agustin Diaz, Ed Flowers, Katherine Leith, Winston Liao, Yvonne Mendenhall, Dick White EXCUSED: Mary Altpeter, Peggy Cohn, Keith Cook, Dan Daniel, Teri Driscoll, Lorenzo Mejia, Donna Prather, STAFF: Mary Fraser, Jacob Foster, Kathie Kearns, Yvette Missri, Janice Tyler The meeting was called to order at the Passmore Center by retiring Chair Alex Castro. Both he and Mary Fraser have been invited to participate in the Town of Chapel Hill’s Complete Streets Committee. Ms. Fraser introduced Jacob Foster as the UNC Pastoral Care intern who will have office hours at both the Passmore and Seymour Centers this summer. Director’s Report Janice Tyler announced that the Direct Care Worker Awards on May 26 had more than 150 people in attendance. UNC-G professor and former Aging Advisory Board member Jan Wassell has scheduled a tour of the Orange County Senior Centers for a group of senior services professionals visiting from Korea. In that country retirement is mandatory at age 60. Their Senior Centers serve large numbers of people (1,200 for lunch); volunteering is not part of the culture. Nantucket Grill has been recommended to continue as the Senior Lunch Program caterer for next fiscal year. The per-meal cost will increase from $5.75 to $6.50. The Home and Community Care Block Grant allocation for Orange County has increased for FY17. The additional funding of $29,528 was divided between the Department on Aging to support its Mandarin-speaking social work position and Senior Care for its Adult Day Health program. Ms. Tyler reported that the delay in Senior Care’s reimbursement for VA-funded services continues to be an issue. The Board of Directors is in need of new members due to term expiration. The Cedar Grove Community Center will hold a grand opening on June 18 beginning with a ceremony at 10:00am. This facility will follow the self-management model initiated with the Rogers Road Community Center. A Senior Health Insurance Information Program (SHIIP) town hall meeting will be held on July 28 at the Passmore Senior Center with the State Insurance Commissioner in attendance. The program staff from both Senior Centers held a planning retreat with the Capstone Team to focus on the final report on aging preparedness and engaging the next generation of retirees. The National Institute of Senior Centers (NISC) Accreditation document has been submitted for review. Ms. Tyler expressed her appreciation of Myra Austin for completing this task. The NISC review team will make a site visit before approving the Orange County Senior Centers for this distinction. Discussion followed on the difference between NC Centers of Excellence and the national accreditation. New Business Janice Tyler recognized Alex Castro and Ed Flowers for their service to the Department on Aging and Orange County. Both members are completing their second consecutive term on the Advisory Board on Aging at this meeting. Mr. Flowers offered his list-serv to distribute information as of July 1. Mary Fraser added her appreciation for their service as liaisons for transportation and long term care respectively and noted the need for individuals to fill the roles that these members have served. Also noted was Mr. Castro’s involvement with the coordination of the meals on wheels efforts in Orange County. It was suggested that the newly-formed food program for underserved areas of Northern Orange County be invited to present to the Advisory Board at a future meeting. Consideration of the new Chair/Vice Chair was postponed due to lack of a quorum. Continuing Projects The Board of County Commissioners will be reviewing the FY17 departmental budget requests at its Work Session this evening. Yvette Missri reviewed the attached Project EngAGE Senior Resource Team schedule for June – August 2016. Future events being planned include a series on formal caregiving options and an Eno Haven Falls Prevention workshop. She also announced the August 9 Caregivers Summit at the Friday Center sponsored by Guiding Lights. Master Aging Plan Updates Mary Fraser distributed a summary of the MAP Leadership Committee meeting held on June 2. The Committee determined that it will adhere to the eight domains identified in the AARP Age-Friendly Communities survey and will adapt its Community Assessment tool and the Dementia-Friendly America assessment to produce the Orange County survey instrument. Possible locations for the focus group were identified. The annual meeting of the Map Steering Committee will be held on July 27 at Carol Woods. All Advisory Board members are invited to attend. Ms. Fraser summarized the assignments of the summer interns with long term care, Project EngAGE initiatives and the Master Aging Plan. Alex Castro suggested utilizing the Meals on Wheels, Habitat, and SALT volunteers and recipients for community outreach about the upcoming Master Aging Plan Update. Project EngAGE will hold an all-member focus group in July. Committee Progress Reports Senior Tar Heel Legislature – Dick White reported that STHL wants to identify five priority issues to focus its advocacy efforts with the legislative representatives in the fall. A survey of members will be conducted to determine these priorities. Nursing Home Community Advisory Committee – Teri Driscoll’s report is attached. Transportation Board – Alex Castro reported that tomorrow night’s meeting will focus on road improvements. Expanded OPT route service has been implemented for Passmore. The County Manager’s recommended budget calls for OPT to become its own department, beginning Jan 2017. There being no further business the meeting was adjourned. Our members are our doing their quarterly site visits which are due by June 30th. We still have two vacancies. Our next meeting will be July 5, 2016 at 5:30 pm at the Seymour Center.
