ADVISORY BOARD ON AGING
Minutes
August 9, 2016

The meeting was called to order by Chair Peggy Cohn. New Board member, Colin Austin, was
welcomed. The minutes of the June 14, 2016 meeting were approved as written.
Director’s Report
Janice Tyler announced that the North Carolina Insurance Commissioner attended the SHIIP
Town Hall Meeting to be held at the Passmore Center on July 28th and that the OCODA is
helping to sponsor the Orange County Caregiver Summit – Navigating the Transitions in Life –
on August 9th at the Friday Center. The Jerry M. Passmore Center will have a renaming
celebration on September 29th at 10:30am. The revenues for the Soltys Adult Day Health
Program have begun to pick-up over the last month, but they are still struggling to make payroll
on a consistent basis. Expanded hours for the Seymour Center (approved and funded in the
FY17 budget) will begin on September 12th. The Seymour Center will now be open until 9pm
Monday-Thursday evenings and Saturdays. Mrs. Tyler announced that the 2016-17 Community
Resource Guide is completed and ready for distribution. It will be available at various sites
around town and will also be inserted into the Chapel Hill Herald Newspaper. Mrs. Tyler noted
that we are still waiting for the National Institute of Senior Centers to make their site visit, as
the final step in receiving our national accreditation.
New Business
Janice Tyler announced that Orange County’s paperwork was approved by AARP-NC to receive
designation as a World Health Organization/AARP Age-Friendly Community. This will become
the theme and framework for the development of the 2017-2022 Orange County Master Aging
Plan.
Continuing Projects
Yvonne Mendenhall summarized many of the Project EngAGE updates, including an “Engaging
Issues” presentation series planned at the Meadowmont Wellness Center. Mary Fraser
reviewed the OC CARES grant developments. All caregiver services and educational offerings
are now available. The Dementia Friendly Business initiative continues to grow. Along with
many departments within Orange County Government, Chapel Hill Transit and other
departments within the Town of Chapel Hill are also being trained. The project completed a
site visit by the grant’s technical assistance team in July.
Master Aging Plan Updates
The Department has secured a five-member, senior capstone team through the Health Policy
and Management program within the UNC School of Public Health to help with the MAP
process over this academic year. Over the summer months, needs assessment data will be
collected through a community survey, focus groups and a series of key information interviews.
The first MAP Steering Committee meeting will be held on September 21st from 8:30-10:30am
at the Carol Woods Retirement Center. Members for the MAP steering Committee are being
recruited among County Department heads, town mayors and managers, healthcare
administrators, non-profit leaders and University experts. Two large Community Meetings will
be held in October to share information gathered over the summer and to help prioritize issues
to be studied through the winter. All Orange County residents interested in aging issues will be
invited to attend. One meeting will be held at the Seymour Center on October 26th from 9am-
noon and the other will be held at Passmore Center on October 28th from 1:30-4:30pm.
Committee Progress Reports if needed:
The Senior Tar Heel Legislature has new leadership and is requiring more accountability from its
delegates. The Adult Care Home Community Advisory Committee is organizing to promote
absentee balloting in the facilities. The Carnival fundraiser organized to benefit both Friends
organizations on July 30th was very successful and experienced a good turn-out.

Quarterly update
The ACH has several very impressive new members to fill open slots. The teams have been adjusted to
include these new individuals and talent. We currently have 11 members who do site visits.
All site visits and reports are current.
ACH teams have historically visited the same homes for multiple years. The advantages of this program
is building a relationship with the staff and with some residents to observe changes, needs, and
improvements.
We will continue this practice, but beginning this quarter teams will invite all other ACH members to
attend their site visits with them. This will give all committee members opportunity for exposure to all
of the programs in Orange County, will add more eyes and ears to the visits, and provide possibilities for
input, suggestions, and assistance with issues.
The once-a-year visits to all eldercare homes in Orange County will be done this quarter. We currently
have five eldercare homes in our county.
The new Orange County Ombudsman has been assigned, Autumn Pittman. She has been an
Ombudsman for other NC counties.
