HomeMy WebLinkAboutAging Advisory Board Minutes 041216ORANGE COUNTY ADVISORY BOARD ON AGING Minutes April 12, 2016 PRESENT: Alex Castro, Peggy Cohn, Dan Daniel, Ed Flowers, Winston Liao, Lorenzo Mejia, Yvonne Mendenhall, Donna Prather, Dick White EXCUSED: Mary Altpeter, Keith Cook, Teri Driscoll STAFF: Mary Fraser, Kathie Kearns, Yvette Missri, Cherie Rosemond, Janice Tyler The meeting was called to order at the Passmore Center by Chair Alex Castro. Following the addition of Winston Liao as an excused absence, a motion was made by Peggy Cohn and seconded by Mr. Liao to approve the March minutes as distributed. Motion carried. The Chair reported that the Safety Improvements petition was presented to the Chapel Hill Town Council the previous evening. Two entities were recognized for completion of the Dementia-Friendly Business training and their representatives were presented certificates: Orange County Public Library – Lucinda Munger Law Office of Colin Austin – Colin Austin The scheduled presentation on Orange County’s Affordable Housing Plan by Housing, Human Rights and Community Development Director Audrey Spencer-Horsley was cancelled. Director’s Report • Department on Aging staff Janice Tyler, Mary Fraser , Yvette Missri and Zhenzhen Yu attended the American Society on Aging (ASA) annual conference and presented a workshop on Project EngAGE; OCDoA was awarded the ASA 2016 Award for Excellence in Multicultural Aging • TJCOG conducted its annual monitoring visit on April 6-7; the National Institute of Senior Centers’ accreditation application is nearing completion. • The Seymour Center generator is scheduled for installation in the near future. • An outside storage building has been purchased by the Friends of the Seymour Center. • AT social worker Mary Ann Weston is retiring at the end of April and the position vacancy is advertised until April 20. New Business • The Director reviewed the list of Board members whose terms will end June 30: Alex Castro – end of second term Peggy Cohn – eligible for re-appointment and agrees to serve Ed Flowers – end of second term • A motion was made by Dick White and seconded by Dan Daniel to recommend Heather Altman and Colin Austin to fill the June 30 vacancies. • The current UNC School of Public Health Capstone Team will present its Aging Preparedness findings on April 18 at the Seymour Center, 11:30 am – 1:30 pm, and Advisory Board members are invited to join staff for the presentation. Continuing Projects 2016-17 Budget • Additional funds requested for: .75fte permanent staff person for four evenings and Saturday at Seymour RecTrac Pass Management system Replacement LCD monitors for both Centers’ lobbies Printing (Senior Times) and office supplies • CIP includes expansion of both Seymour and Passmore program space plus 55 more parking spaces for Seymour Bill Thomas’ Age of Disruption Tour – April 21 • Tickets are available for Advisory Board members who want to attend Project EngAGE and Senior Resource Teams Update • Community Volunteer Recruitment Fair – April 13, 4-6 p.m. Seymour Center • Senior Resource Teams Summary was distributed Master Aging Plan Updates 2012-17 MAP Quarterly Update • Year 4 MAP Goal Implementation Status report was distributed and reviewed by Mary Fraser. 2017-22 MAP • Leadership Team have met and are working on the framework for the next MAP Committee Progress Reports if needed: Dementia Friendly Business Campaign • Lorenzo Mejia reported that 30-35 business have expressed interest in the training Long Term Care Learning Collaborative -Yvonne Mendenhall/Donna Prather Senior Tar Heel Legislature – Jean Suddarth/Dick White Adult Care Home Community Advisory Committee - Yvonne Mendenhall Nursing Home Community Advisory Committee – Teri Driscoll Transportation Board – Alex Castro’s report attached Housing – Keith Cook Friends of the Passmore Center Friends of the Seymour Center Meals on Wheels –Alex Castro’s report attached Respectfully submitted, Janice Tyler, Secretary Project EngAGE 2016 Senior Resource Teams Current through April 2016 SRT & Meeting Dates Mission Team Outcomes Community Visiting Team Meetings 1st and 3rd Tuesdays at COSC, 3:45 – 5:15 pm Mission: To improve the quality of life of isolated Orange County seniors by nurturing the development of resources adequate to mitigate the extreme risks of isolation • The team, in partnership with SALT (Seniors and Law Enforcement Together, Orange County Sheriff’s Office), provides weekly visits and resource sharing to over 160 home-bound and isolated older adults in Orange County. • This team actively maintains visiting routes throughout Orange County, assists with recruitment of both clients and volunteers, and mentors new outside volunteers that join their team. Senior Falls Prevention & Health Promotion Team Meetings 2nd Fridays at COSC, 12 – 1:30 pm Mission: To keep seniors standing and mobile • The Team has planned and implemented primary falls prevention interventions for older adults, including a September 2015 Falls outreach event at Hillsborough Walmart, together with EMS and area PT, screening 25 people, and connecting several with Department on Aging resources. • Team worked with Master of Public Health student to complete a needs assessment, as well as short & long-term Program Plan. • Next Steps include planning outreach and screening event at local senior housing facilities, including Eno Haven. • SRT member now trained as certified Tai Chi for falls prevention instructor • SRT member may participate in Building Better Balance screening program. End of Life Options Team Meetings 3rd Tuesdays at COSC or Seymour, 10 – Mission: To enable Orange County seniors to make choices that maximize their quality of life in their final years, and how • The team has worked to increase end-of-life planning behavior for seniors and advocating to maximize end-of-life choices, including an End of Life Choices speaking series and Death with Dignity Legislative action & outreach • Completed three-part summer 2015 series (book discussion, fireside chat, and Legal Aid 11:30 am their lives end advance directives seminar), and October 2015 Five Wishes Booklet Seminar. • Held Death With Dignity Panel Discussion around what it means to die with dignity, and the possibility of legalizing Physician Assisted Suicide in NC, March 17, Seymour, 4-7 pm • Hosting “Spiritual Conversations at the End of Life” seminar with The Rev. Stuart Harrell, BCC, Associate Director, Clinical Pastoral Education, The Department of Pastoral Care, UNC Hospitals Hillsborough Campus, COSC: April 7, 4-6 pm; Seymour: April 28, 4-6 pm Senior Rural Hunger Team Meetings Many team members now meeting as OCRA – Please see Norma White, Alex Castro or Dan Daniel Mission: To safeguard the health and well-being of Orange County seniors through ensuring their access to quality and adequate nutrition • The team has identified a meal delivery service gap in rural Northern Orange, and is considering solutions that include branching off from Project EngAGE to start new meal delivery organization. • With help of Master of Public Health student, completed Needs Assessment: identified target populations through conducting needs analysis of at-risk populations (and working with the faith-based community/SRT), including qualitative & quantitative data collection and analysis. • Planning formation of OCRA (Orange County Rural Alliance), 501(c)(3) meals delivery organization to supplement the work of OCIM, north of Hillsborough. Senior Transportation & Mobility Team Meetings 3rd Thursdays at COSC, 10 – 11:30 am March 17 Mission: To enhance the overall well-being of Orange County seniors through meaningful education and advocacy around driving alternatives • The team works closely with Department on Aging Transportation Specialist, Lisa Berley, to advocate for better availability and accessibility of transportation for older adults. • Team acts in advisory role to DoA Transportation Specialist in all facets of her work, including creation of Transportation Toolkit (“one-stop-shop” type transportation “cheat sheet,” as well as targeted brochures, maps and pocket companions on schedules, behaviors and techniques addressing the specific needs and interests of Orange County seniors) Neighborhood Connections Team Mission: To foster, within a neighborhood and • Team supports community members who want to start “Aging in Community” groups in their neighborhoods by assisting them with starting Meetings 2nd Tuesdays at COSC, 12 – 1:30 pm April 5 (note, no March meeting) within Orange County, a vibrant and engaging quality of life for seniors living in community by building trusted and reciprocal relationships through social engagement, education, practical support and assistance and trouble-shooting such groups • Engaging Issues Series: Team has developed focus speaker series on issues relating to aging well in community, and open to the public • Team held a December 2015 presentation by Bolton Anthony on “Reimagining your Neighborhood to Create Community” at the Chapel Hill Public Library, and “Person Environment Fit: Making Your Home Environment Support Your Successful Aging” seminar at CH Pubic Library, January 2016 Faith-Based Outreach Team Meetings 1st Mondays at COSC, 10 – 11:30 am Mission: To serve as an outreach channel and resource for Project EngAGE SRTs, as well as the Department on Aging, to distribute information, education, and opportunities to the faith-based community • Team operates as an open distribution channel, working with congregations, recognizing their means to deliver information within their organizations, and that they are uniquely poised to encourage participation in aging-related events and resources. • The team works with congregations to host educational programs developed by other SRTs, such as wellness, falls prevention, end of life planning, nutrition/hunger, neighborhood building and the community visitation project. • The team held March 2015 Faith & Aging Symposium at Hillsborough Senior Center location • The team has held two November 2015 Faith & Senior Hunger symposiums & authored accompanying Senior Hunger how-to- resource-guide around supporting nutritional needs of aging at two local congregations • The team is planning to work with several area faith-based organizations to help them develop older adult nutrition-based programs. • The team is preparing a widely distributed “Newsletter” offering to hold number of evidence-based and Project EngAGE based programs on-site, as well as programs from the other SRTs. This is almost twice the total distributed in March 2010. A highly successful Volunteer appreciation luncheon was held on April 6 at the Saint Thomas Moore Friends and Family Hall. Chapel Hill Mayor Pam Heminger gave the keynote address. Dining for Dollars fundraiser event scheduled for May 12 at the Hickory Inn in Carrboro. Orange County Unified Transportation Board The Board met on March 16, 2016 and April 4, 2016. The BOCC created Bicycle Safety Task Force membership of 14 was approved and forwarded to the BOCC. Road improvement projects within the county both DCHCMPO and TARPO were reviewed but no formal grading was accomplished because the NC DOT had not completed their listing by the March 31, 2016 deadline.
